Application procedure: (I) Qualification certificate of the applicant;
(II) Written application;
(III) Feasibility report;
(IV) Condition of place and staff of the agency;
(V) Commitment letter of commercial cemetery service in Shanghai;
(VI) Other relevant documents.
Execution procedure:
(I) The applicant, either organization or individual, shall submit the written application to local district/county Civil Affairs Bureau;
(II) If approving the application, the district/county shall submit the application to Shanghai Funeral and Burial Management Division for registration.

Time limit: the district/county Civil Affairs Bureau shall make the decision within 30 days since receiving the application and submit the approved application to Shanghai Funeral and Burial Management Division for registration.
Applicant's qualification: (I) Applicant:
The organization founded legally or the individual with full civil capacity shall submit the application for establishment of cemetery service agency, when with all necessary conditions.
(II) Condition for application: with fixed business place and necessary facilities.
