Application procedure: (I) Qualification certificate of applicant;
(II) Written application;
(III) Feasibility report;
(IV) Comment on the location of project given by the governmental planning authority above district/county level;
(V) Comment on use of land of the project as a primary review result given by the governmental land management authority above district/county level;
(VI) Other relevant documents.
Execution procedure:
(I) The applicant shall submit the written application to the local district/county Civil Affairs Bureau;
(II) The district/county Civil Affairs Bureau shall make the preliminary examination and, if approving the application, submit the application to Shanghai Municipal Civil Affairs Bureau;
(III) Shanghai Municipal Civil Affairs Bureau shall then approve or disapprove the application;
(IV) For the approved public burial field, the applicant shall handle relevant examination and approval procedures with land, planning and other authorities according to relevant regulation.

Time limit: the district/county Civil Affairs Bureau shall make the preliminary review within 30 days since receiving the application and Shanghai Municipal Civil Affairs Bureau shall make a review within 30 days since receiving the application approved by the district/county Civil Affairs Bureau.
Applicant's quanlificaiton: (I) Applicant:
The district/county, township and community government shall apply for the establishment of public burial field.
(II) Conditions for application:
1. The location of public burial field shall be an integral part of overall urban planning and local planning;
2. The burial field shall be at least 2000 meters distant to famous scenery site, at least 50 meters distant to rail way and at least 30 meters distant to road and trunk river;
3. The burial field shall be high land, sunken area and saline-alkaline land and never be vegetable land;
4. Every public burial field cannot be bigger than 2 mu (1 mu=667 square meters).
