Application procedure: (I) Written application;
(II) Copy of certificate of the handicapped and three forms;
(III) Approval documents issued by the superintendent authority;
(IV) Certificate of right of land use;
(V) Report of capital assessment and business license;
(VI) Basic information and identity certification of the principal to be assigned;
(VII) Draft of articles of association.
Execution procedure:
(I) Acceptance: The authority shall accept the application only when the documents, certificates and forms are proved valid and complete.
(II) Examination: the authority shall check the trueness, validity and legality of the documents, certificates and forms and verify the items and conditions in and for registration.

(III) Verification: the authority shall make the decision whether to approve or disapprove the application upon examination and verification and notify the applicant, either an organization or an individual, of the result timely.

Time limit: the municipal, district/county administrative authority for social welfare enterprise shall, respectively, make the decision whether to approve the registration within 30 days since receiving all valid documents.

Applicant's qualification: (I) As per the national regulations, the subject of investment shall be the governmental authority that undertakes the economic administration and without the participation of other social capitals than the employees of the welfare enterprise;
(II) The employees to be recruited shall be able to take some work and with the certificate of the handicapped and the information of health condition;
(III) The proportion of handicapped employees recruited shall meet the requirement by national regulations;
(IV) Upon the approval of the superintendent authority, the enterprise shall have a normative name and necessary institutional framework and places;
(V) The businesses of the enterprise shall comply with the national industrial policy and the development planning of social welfare enterprises and be suitable for the handicapped to take work;
(VI) For the management of enterprise, there shall be the safe production condition and suitable assignments in response to the physical characters of the handicapped, as well as the promise to provide proper labor protection and social insurance to the handicapped employees.
