Execution authority: Shanghai Civil Affairs Bureau (Social Welfare Division), district/county Civil Affairs Bureaus

Application procedure: the applicant shall submit following documents:
(I) Written application and feasibility report;
(II) Qualification certificate of the applicant;
(III) Certification document for the source of capital used for the social welfare institution to be established;
(IV) Certification document for the fixed place of the social welfare institution to be established.
For the establishment with joint investment or cooperation by the organization or individual from Hong Kong, Macao or Taiwan, overseas Chinese or foreigners, the applicant shall obtain the approval document from Foreign Investment Commission of Shanghai government.
Execution procedure:
(I) Acceptance: the application submitted to the local district/county Civil Affairs Bureau in charge of the social welfare institution to be established shall be accepted.
(II) Examination: the authority shall check the trueness, validity and legality of the documents, certificates and forms and conduct a field investigation.
(III) Verification: the authority shall notify the applicant of the result in written form.

Time limit: the municipal or district/county authority for civil affairs shall make the decision whether to approve the project preparation within 30 working days since accept the application.
Applicant's qualification: 1. Citizen, legal person or other social organization.

2. The establishment is with joint investment or cooperation by the organization or individual from Hong Kong, Macao or Taiwan, overseas Chinese or foreigners.
(II) Qualification of applicant
1. In conformity with the establishment planning of social welfare institutions and the basic standard of social welfare institution;
2. The social welfare institution that is applied by social organization or individual to serve for orphans and abandoned children shall be established jointly with the local authority for civil affairs above county level.
