Application procedure: the applicant shall submit following documents:
(I) Written application;
(II) Approval document issued by the superintendent authority;
(III) Report of capital assessment and certificate of right of place use;

(IV) Basic information and certification of identity of initiator and the principal to be assigned;
(V) Draft of articles of association;
(VI) Recruitment form of members (the organization member affix the official seal and the individual member sign the name).
Execution procedure:
(I) The applicant shall submit the application to the superintendent authority;
(II) Upon the approval, the superintendent authority shall issue the approval document to the applicant, permitting its further application to the authority for registration for project preparation;
(III) The applicant shall apply to the authority for registration for project preparation, submitting application documents and handle the capital assessment process;
(IV) Upon the approval, the authority for registration shall issue the approval document of project preparation.

Time limit: the authority for registration shall make the decision whether to approve the project preparation within 60 days since receiving all valid documents.
Applicant's qualification: (I) The social organization must be established in conformity with the Constitution, laws, regulations and national policies, abiding by the principles stipulated by the Constitution, never endangering the unification and safety of the country and the unity of nationalities, never harming the nation's interests, social public interests and the legal rights and interests of any other organization and citizen, never infringing the social ethical practices and never undertaking profit-oriented activities;
(II) It has over 50 individual members or over 30 organization members. If the members are composed by both organization members and individual members, the total number of members shall be at least 50;
(III) With normative name and corresponding institutional framework；
(IV) With fixed residence;
(V) With Professional employees suitable to the business activities;
(VI) With legal source of assets and funds and over 30 thousand yuan capital for activities;
(VII) With independent ability to bear civil responsibilities;
(VIII) The initiator and the principal to be assigned have not been punished by the deprivation of political rights and have full civil capacity;
(IX）Without any other social organization with the same or similar business scope established at the same administrative region;
(X) The name of the social organization shall be compliant with the business scope, constitution of members and area coverage of activities;
(XI) The approval document issued by the superintendent authority.
