Execution authority:
Application procedure: The newspaper office shall submit the written application to the authority for examination and approval. The application shall contain:
(I) Reasons for establishing the Shanghai journalist office;
(II) Approval document issued by the superintendent authority over the newspaper office;
(III) Introduction of the staff to be assigned at the Shanghai office;
(IV) Certification of the official registration of the staff to be assigned at the Shanghai Office;
(V) Certification documents proving the source of funds;
(VI) Certification document of the workplace;
(VII) Other documents required by the authority for examination and approval. (Should above documents be incomplete or untrue, the authority for examination and approval shall reject the application.)
Execution procedure:
(I) Shanghai Press Bureau shall examine the qualification and application document of the applicant. For the approved, it shall issue the approval document and the "Registration Certificate of Journalist Office";
(II) The journalist office which establishment is approved shall hang out its signboard before beginning business. If the journalist office fails to hang out its signboard and begin business within 3 month since being approved for establishment, the authority for registration shall deregister it. If the journalist office is still in need, a second application for establishment shall be processed;
(III) Shanghai Press Bureau is the superintendent authority over Shanghai journalist offices, playing the role of directing, supervising and managing;

(IV) The journalist office refers to the branch organization established at the place other than the head quarters to collect news and without the legal personality;
(V) The journalist office shall make interviews, solicit contributions and communicate with others subject to national laws, regulations and policies. It shall be forbidden to take any activity irrelevant to the news, or undertake advertisement, request sponsor, open economic entity or do other commercial businesses.

Applicant's qualification: (I) Nationwide newspapers published by the ministries, committees, directly subordinate organizations of central government and State Council, people's organization and democratic parties.
For the official newspaper published by and for the CPC committee of province, autonomous region or municipality directly under central government, it is unnecessary to establish journalist office in Shanghai in principle. From the establishment of journalist office in Shanghai needed by some newspaper office of local level shall be approved by the local provincial Press Administration and Shanghai Press Bureau.
(II) The newspaper office applying for establishment of journalist office in Shanghai shall be the publisher of the newspaper with "Unified Chinese Publishing Code" (CNXX-XXXX) and with news as main content.
