Procedure for Establishment of Offices in Shanghai by the Ministry and Committee of State Council or the Government of Province, Autonomous Region, Municipality Directly under Central Government, and City Planned to Be Municipality Directly under Central Government

Execution authority: municipal (district/county) Intergovernmental Cooperation Office is the execution authority for establishment of Shanghai Office. The application for establishment of executive office or liaison office in Shanghai by the organ registered at other Chinese place will be handled by Cooperation and Communication Office of Shanghai Government (the application for the liaison office to be located in Pudong New District will be handled by Pudong New District Cooperation Office). The application for establishment of assignment office in Shanghai by the organ registered at other Chinese place will be handled by district/county Cooperation Offices according to the location of such office.

Application procedure: 1. Application for establishment of executive office: Official letter written by the applicant organ to Shanghai government. The letter shall contain: business scope, name, subordination relation, administrative level, staffing, location and information of principal.
2. Application for establishment of liaison office: a. the approval document issued by the government of province, autonomous region, municipality directly under central government or the city planned to be municipality directly under central government or the ministry and committee of State Council. b. Official letter written by the applicant organ to Shanghai government (with the same content as above). c. Approval document of subordination issued by the Shanghai Office of senior organ.
3. Application for assignment office in Shanghai: a. Official letter written by the applicant organ to district/county government (with the same content as above), b. approval document issued by senior organ, c. approval document of subordination issued by the liaison office of senior organ (or, if there is no such office, the Shanghai Office of province (city) government).
Execution procedure:
1. The applicant shall obtain and fill in the "Registration Form of Establishment of Offices in Shanghai" at municipal (district/county) Cooperation Office or fill in the form through Internet, as well submit all necessary documents as required above.

2. Municipal (district/county) Cooperation Office shall issued the Registration Certificate of Office in Shanghai upon the correct information.

Applicant's qualification: 1. The ministry and committee of State Council and the government of province, autonomous region, municipality directly under central government or the city planned to be municipality directly under central government shall establish executive office; the government of municipality directly under provincial government (regional administration) shall establish liaison office; county government shall establish assignment office.
2. With assigned principals and staff.

3. With fixed office place and necessary office facilities (the term of lease of house must be more than one year).
