Application procedure: (1) Written report
(2) Registration form (for newly established enterprise) or copy of duplicate copy of business license issued by the authority for industry and commerce;
(3) Articles of association;
(4) Capital assessment report made by the accounting firm that is registered in Shanghai for newly established company, or recent balance sheet for existing enterprise;
(5) Ownership certificate or certification of lease of the business place and storage facilities;
(6) With necessary inspection measures for quality of grain and oil, or certification document of entrusted inspection.
Execution procedure: (1) Accept the application documents: a specially assigned employee shall accept the application documents during the registration of application and annual inspection. If the documents do not comply with the requirement, the staff who accepts the documents shall be responsible;
(2) Investigate and examine the application: the staff shall investigate and examine the items of application documents, record the actual result and sign the record form. The on-spot investigation shall be conducted by at least two persons. The untrue information in the report shall be the responsibility of the investigators;
(3) Review and approve: the principal of Grain and Oil Management Office shall approve or reject the application as per the regulations on examination and annual inspection and affix the official seal. If the approved application is found incompliant with relevant regulations, the approver shall take responsibility;
(4) Notify the final result: the employee who accepts the application documents shall notify the applicant of the result within 15 days since accepting all documents required;
(5) File the result in computer: the employee in charge of archives shall file the issuance or result of annual inspection in the computer database.
