Execution procedure: 1. For the establishment of international tourist business office by the tourist agency shall be applied to municipal Tourism Management Commission for examination and approval. The applicant shall pay the guarantee money. The application shall be copied to the local district/county authority for tourism at the place in application;

For the establishment of domestic tourist business office by the tourist agency shall be applied to the original district/county authority for tourism for examination and approval. The applicant shall pay the guarantee money. The application shall be submitted to municipal Tourism Management Commission on file.

If the location of business office is out of the jurisdiction of the district/county authority for tourism at which the tourist agency is registered, the establishment shall be approved by the original authority for tourism. The applicant shall pay guarantee money and handle the examination and approval process at the district/county authority for tourism in charge of its business office. The application shall be filed in municipal tourism commission;

Upon the approval of the authority for tourism, the tourist agency shall obtain the "Certificate of Business Office of Tourist Agency" and file the establishment in the original authority for tourism, the superintendent authority for tourism and the local authority for tourism in direct charge of the business office within 30 working days since finishing the registration.

Applicant's qualification: the tourist agency registered in Shanghai shall establish the business office without legal personality and able to do tourist business under the name of the business office. The applicant for establishment of business office shall be qualified to following conditions:
1. Have at least two years engaged in tourism, without important safety and quality accident within two years before the application;
2. The annual revenue shall be over 5 million yuan;
3. The business place shall face with street and have an area at least 10 square meters;
4. The main staff shall consist of at least 2 persons and the principal of the business office must obtain the incumbency certificate issued by the authority for tourism;
5. For every international tourist business office added, the applicant tourist agency shall add 200 thousand yuan registered capital and 150 thousand yuan guarantee money; for every domestic tourism business office added, the applicant tourist agency shall add 100 thousand yuan registered capital and 40 thousand yuan guarantee money.
