Procedure: Applicants who wants to import veterinary medicines shall fill out "Application Form for Importing Veterinary Medicines". It shall submit the approval of its supervising authority, copy of "Permit on Imported Veterinary Medicines" and copy of "Permit on veterinary Medicine Business" of its agent and other documents to Shanghai Municipal Veterinary Medicine Administration Office for approval.
Handling Procedure:
(I) After receiving the application form, Shanghai Municipal Veterinary Medicine Administration Office will check the import agent, type of medicine and quantity of medicine and issue "Permit on Imported Veterinary Medicines". Application for the import of veterinary biological preparation shall be submitted to Shanghai Municipal Veterinary Medicine Administration Office for approval before being submitted to the Ministry of Agriculture.
(II) Application for the import of urgently needed medicines or small quantity of medicines for research and experiment purposes also need to fill out application form. The application can be submitted to the Ministry of Agriculture with approval from supervising authority. Enterprises in the charge of local authorities need the approval from Shanghai Municipal Veterinary Medicine Administration Office.
(III) The applicant can only reach into import agreement after receiving the permit. Name, type, quantity, producer and quality standards shall be written out on the contract.
(IV) Animal farms, feed processing enterprises and veterinary medicine producers that need to import medicines often shall submit its annual import plan. If there is a change to the plan, it can submit the change to the original authority.
(V) China-foreign joint equity ventures, contractual cooperative ventures and foreign invested enterprises specialized in veterinary medicine or feed addictive production, as well as enterprises engaged in processing and compensation trade are not allowed to sell their products in China or to register the imported raw materials. It can apply for its "Permit on Imported Veterinary Medicines" at Shanghai Municipal Veterinary Medicine Administration Office together with its "Permit on Veterinary Medicine Production", business license and processing contract. The permit shall be submitted to the Ministry of Agriculture for file. The imported material is used in the factory only and shall not be sold or transferred. The sales of product shall be carried out according to Article One and Two of this regulation.
　　
Fee and Collection Standards: Imported veterinary medicines registered in China will be issued a permit at the price of RMB 20 yuan/each permit.
Veterinary medicines that haven't been issued a permit at the price of RMB 50 yuan/each permit.

Qualification of Applicants: (I) Applicant: Enterprises that need to import veterinary medicines. (II) Imported veterinary medicines have to be approved by the Ministry of Agriculture and have the "Permit on Imported Veterinary Medicine Registration". Only one domestic sales agent can be assigned for the import. (Veterinary biological product can assign one general agent to carry out sales)
