Procedure: 1. Original and copy of business license. Newly-established enterprises shall submit relevant documents of industrial and commercial registration, for example, preliminary approval of enterprise name, etc.
2. Fire prevention inspection and approval certificate issued by Public Security and Fire Proof Bureaus above county level.
3. Collect and fill out "Application Form for the Purchase of Cotton" and "Application Form for the Processing of Cotton". 
Handling Procedure:
　　1. Shanghai Industrial and Commercial Administration Bureau and Shanghai Quality and Technology Inspection and Supervision Bureau will check the cotton purchase, process, market access and quality assurance ability of the applicant.
　　2. After being approved, Shanghai Cotton Purchase and Processing Coordinating Office (in Shanghai Development and Reform Commission Department of Trade and Development) will carry out qualification inspection.
