Utilization Office) Formalities: 1.Construction project shall conform to the
policies and statutes of the state.
Construction entity or its superior authority shall provide the relevant
materials (such as project proposal, feasibility study report, etc.) in
accordance with the relevant provisions and requirements of the state. The
project proposal shall expound the necessity and possibility of setting up
foreign investment projects in a macro perspective. Its main contents
include£º
¢ÙThe background of the to-be-constructed project, including the name of unit
on the Chinese side, the name of cooperative target, legal representative,
country of registration, legal address, the necessity and possibility of
investment, etc.; ¢ÚProduct's distributing territory and market
analysis; ¢ÛThe estimate for the project's total investment, the amount
invested by the Chinese side and the way of its investment; ¢ÜThe source of
funds, composition of funds and the conditions of the loan funds; ¢İThe market
technology and major equipment to be adopted; ¢ŞPreliminary analysis of the
economic benefit.
The feasibility study report mainly includes£º
¢ÙThe background of the project; ¢ÚThe product plan and market
demand; ¢ÛThe conditions of supporting facilities, such as resources, raw
materials, sources of power and transportation, etc.; ¢ÜConditions for
constructing the plant and the scheme for site selection; ¢İSelection of
technical equipment and techniques and the selection basis; ¢ŞThe market
organization structure and type of operation; ¢ßInvestment estimate and fund
raising; ¢àEconomic analysis of the project and assessment for the investment
environment.
Procedures: 1. Project proposal: Construction entity puts forward the project
proposal, submits to the Shanghai Development Planning Commission after the
examination and verification by competent district, county or bureau, and then
the Shanghai Development Planning Commission, in joint effort with the relevant
authorities, organizes examination and approval or submits to the State
Development Planning Commission for examination and approval after the initial
examination.
2. Feasibility study report: After receiving the approval reply to the
project proposal, the construction entity puts forward the project feasibility
study report, and then submits to the Shanghai Development Planning Commission
after the examination and verification by competent district, county and bureau,
and then Shanghai Development Planning Commission, in connection with the
relevant authorities, organizes examination and approval or submits to the State
Development Planning Commission for examination and approval after the initial
