Formalities: The project shall be put forward by the construction entity, and be submitted to Shanghai Development Planning Commission or Shanghai Foreign Investment Commission with complete information after being inspected by the applicant:

I. Submitted document for the project proposal.

II. Project proposal (pre-feasibility study report).

Note: 1. For those projects wholly funded by foreign enterprise, it is allowed for the enterprise to directly submit the feasibility study report without the submission of project proposal.

Procedures: The project shall be put forward by the construction entity, and be submitted to Shanghai Development Planning Commission or Shanghai Foreign Investment Commission after being inspected by the applicant:

1. For those agricultural projects with the investment of more than 30 million US Dollars, which can be classified into the state "encouraged" category and has no need of overall balance, and for those agricultural projects with the investment of more than 10 million US Dollars but less than 30 million US Dollars, Shanghai Foreign Investment Commission formulates the approval reply and opinion when the relevant inspection has been made by Shanghai Foreign Investment Commission, Shanghai Development Planning Commission and other functional departments.

2. For those agricultural projects with the investment of more than 30 million US Dollars, which are not classified into the state "encouraged" category, or those agricultural projects that can be classified into the state "encouraged" category but need overall balance, Shanghai Development Planning Commission and Shanghai Foreign Investment Commission jointly formulates document and submit it to the State Development Planning Commission when the relevant examination and verification has been made by Shanghai Development Planning Commission, Shanghai Foreign Investment Commission and other functional departments.

Qualification of the applicant: The Chinese investing enterprise in Sino-foreign joint venture project, and the planning commission of the district (county) where the Chinese enterprise without superior authority is located for business registration.
