Formalities: If the import and export belongs to trading activities, it shall be undertaken by the entity with the right of goods import and export and with the acquisition of the Certificate of Operation and Utilization. For those entities without the right of goods import and export and the Certificate of Operation and Utilization, this office will not accept their applications.
In one of following cases, the examination & approval authority will not grant its approval for the export of aquatic and wide animals or their products:
(1) If the species of the to-be-exported aquatic and game animals and the raw materials of species for the to-be-exported products containing the ingredient of aquatic and game animals are not clear;
(2) If the aquatic and wide animals to be exported are acquired illegally;
(3) If it is possible to have a bad influence on the state's image in wildlife conservation as well as its economic relations with foreign countries;
(4) If it is improper for export in the present stage;
(5) If it does not comply with the provisions of our country for preservation of resources in fishery and germ plasm.

In one of following cases, the examination & approval authority will not grant its approval for the import of aquatic and wide animals or their products:
(1) If the purpose for import does not comply with the laws, statutes and policies of our country;
(2) If the applicant has no breeding facilities and technical conditions essential for subsistence of living body of the aquatic and wide animals to be imported;
(3) If the living body of aquatic and wide animal has the potential of causing adverse effects on our country's ecological balance or have some destructive effects;
(4) If it is possible to have a bad influence on the state's image in wildlife preservation as well as its economic communications with foreign countries;

The applicant for import and export shall fill in the Application Form for License of Utilizing Aquatic and Wide Animals according to the facts, and enclose the contract of import and export and the relevant certification materials.

Procedures: The Application Form for License of Utilizing Aquatic and Wide Animals filled out by the applicant as well as the attached contract for import and export and the relevant certification materials shall be submitted to this office for examination and approval or submitted to the Ministry of Agriculture after our examination and verification.
