Formalities: (1) Letter of application, including the investor's name, description of application qualification and the applied operational project (put forward by the enterprise of majority share of the proposed enterprise)
(2) Feasibility study report, including basic information, description of qualification, existing conditions, market analysis, business projection, organization plan, economic budget and budget for growth, etc.
(3) The Articles of Association for the proposed enterprise (draft)
(4) The investor's enterprise corporation business license (photocopy), the brief account for the enterprise; Import and export enterprises also need to supply the Validation Certificate for Foreign Trade Enterprise (photocopy) granted by the foreign economic relations & trade commission of the area where the enterprise is registered.
(5) Certificate of financial standing (capital verification report issued by accounting firm) of each investor
(6) Resolution of board of directors, stockholders' conference or general assembly of shareholders
(7) Agreement of contribution of investors
(8) Information about the major business personnel (including their education background, major, work experience, qualification certificate)
(9) The resume of the legal representative and the photocopy of his/her ID card
(10) The format of bill of lading (shipping bill) for international freight forwarder
(11) Letter of enterprise name pre-verification (produced by administration authorities for industry and commerce)
(12) Application form for international freight forwarder enterprise
(13) Terms and conditions for trading
Procedures:
(1) The applicant enterprise files an application with Shanghai Foreign Economic Relations & Trade Commission
(2) The application shall be submitted to the Ministry of Foreign Trade and Economic Cooperation for examination and approval after an initial examination has been made by Shanghai Foreign Economic Relations & Trade Commission
(3) The enterprise receives certificate at the Ministry of Foreign Trade and Economic Cooperation after approval
(4) Shanghai Foreign Economic Relations & Trade Commission forwards the notice after receiving the approval reply from the Ministry of Foreign Trade and Economic Cooperation
(5) The enterprise processes the relevant procedures for registration after receiving the notice
(6) When the relevant procedures for registration is completed, the enterprise bears the photocopies of the relevant documents, such as the approval reply and the certificate of approval issued by the Ministry of Foreign Trade and Economic Cooperation, enterprise legal person business license, certificate of tax registration, to acquire the Notice of Ratification of International Freight Forwarding with Shanghai Foreign Economic Relations & Trade Commission, and by the said notice, the enterprise shall go to the local tax bureau for printing invoices
