Office. Formalities: 1. The applicant shall provide certificate or
document evidencing his import-export operations right, proof of origin for the
sources of wildlife species, contract or agreement for import and export of
wildlife (indicating its effectuation from the approval by the relevant
authorities of the state), the approval document issued by the State Endangered
Species Import & Export Administrative Office and the certificate of
approval issued by the related authorities (if that to be imported is one of the
species specified in the Convention on International Trade in Endangered Species
of Wild Fauna and Flora (hereinafter referred to as "Convention"), it is
required, at the same time, to provide the Certificate for Permission of Import
and Export of the exporter prescribed by the "Convention"); 2. The applicant
submits a written application for import and export of wildlife and their
products, with the category (Chinese and English name, Latin nomenclature) of
wildlife for import and export, type of goods, quantity, port, the name of
consignee and consigner and so on indicated; 3. The applicant fills out the
Application Form for Certificate of Permitting Import and Export of Wildlife and
Their Products; 4. With the approval after examination and verification,
receive the Certificate for Permission of Import and Export prescribed by the
"Convention", printed and made by the State Endangered Species Import &
Export Administrative Office in a uniform format, or the Certificate of
Permitting Import and Export of Wildlife issued in China.
Procedures: 1. Those entities or individuals desirous of applying for the
Certificate for Permission of Import and Export shall put forward written
application, enclosed with relevant application materials to the Shanghai
Agriculture & Forestry Bureau or the Shanghai Office of the State Endangered
Species Import & Export Administrative Office; 2. The application shall
be submitted to the State Endangered Species Import & Export Administrative
Office for examination and approval after being approved through the examination
and verification by Shanghai Agriculture & Forestry Bureau or the Shanghai
Office of the State Endangered Species Import & Export Administrative
Office. 3. The State Endangered Species Import & Export Administrative
Office or its Shanghai Office issues the Certificate for Permission of Import
and Export.
Charge rate and basis: XIII. Charge rate and basis 1. Charge rate: 1)
For commercial export, the management fee shall be charged as per the maximum
amount of contract for export. (Wide animal: For species under the first-class
protection or their products, 7% of the contract value is charged; For those
under second or third-class protection, 6% is charged; 5% for the other species
of this kind. For those species from artificial propagation, 3%, 2% and 1.5%
shall be charged according to the above classes respectively. Wild Plant: For
species under the first-class protection or their products, 4% shall be charged;
For those under second or third-class protection, 3% shall be charged; 2% for
the other species of this kind. For those species from artificial implantation,
2%, 1.5% and 1% shall be charged for the above classes respectively. For those
goods containing ingredients of wildlife, 0.5% shall be charged) 2) For
commercial import, management fee shall be charged as per the maximum amount of
contract for import. (For wildlife, 1.5% of the contract value is charged; For
those goods containing ingredients of wildlife, 0.5% shall be charged.) 3)
For non-commercial export, management fee shall be charged as per the number of
pieces allowed for export each time. (RMB 200 a piece shall be charged for the
animals under the first-class protection or their products; RMB 100 a piece for
the animals under the second-class protection or their products; RMB 50 a piece
for the other animals. (RMB 30 a piece is charged for the plants under the
first-class protection or their products; RMB 20 a piece for the plants under
the second-class protection or their products; RMB 10 a piece for the other
plants.) 4) For those without certificate or imported, exported or
re-exported not in accordance with the certificate, management fee shall be
subsequently charged at the 2-5 times as the Max. commercial or non-commercial
charge rate.

p.m. - 5:00 p.m. Period: 1. For application for the import and export of
wildlife and their products, the examination and verification or submission for
examination and approval will be conducted within 15 days since the receipt of
application materials; 2. Application for the issuance of Certificate of
Permitting Import and Export of Wildlife will be processed within 5 days after
receiving the approval document of the State Endangered Species Import &
Export Administrative Office as well as the certificate of approval by the
relevant authorities.
Qualification of the applicant: Those entities or individuals applying for
the Certificate for Permission of Import and Export shall meet the following
conditions: 1. If the import or export belongs commercial nature, the
applicant shall have the right of import and export, and have been registered
with the competent provincial wildlife administrative department and its
authorized administrative agency, and have been registered with the State
Endangered Species Import & Export Administrative Office; 2. If the
import and export does not belong to commercial nature, the applicant shall have
the corresponding qualifications for wildlife domestication and propagation
(implantation), scientific research, cultural exchange, publicity and education,
or possess the relevant supporting documents for proving its lawful ownership of
the specimen of wildlife species; |
