What types of land are secured by transferring land-use rights?

Land-use rights should be secured through transfer for the following conditions:
Lands for projects such as business, tourism, entertainment, finance, service industries, ready-built homes etc.
When the land user is an external natural person, legal person or other organization, except otherwise provided.
 Other conditions stipulated by laws, legal rules, and municipal government regulation.
If an estate is transferred through the appropriation of land-use rights, the transferee of the estate transfer shall sign a transfer contract with the transferor if the conditions described above are satisfied. The land-use right is secured after the payment of the transfer fee for the land-use rights (hereinafter referred to as the transfer fee).
Collectively-owned land must be expropriated as state-owned before going through the formalities of transferring the land according to the appropriate rules.
