application according to certain regulations within 30 days after the receipt of
the application. If necessary, the duration will be extended. Qualified

apply for "Permit of Specific Industries" at Public Security Bureau in
accordance with measures on the administration of scrap metal purchase. It shall
then apply for business license at Industrial and Commercial Administrative
Departments together with its "Qualification Approval" and "Permit of Specific
Industries". The applicant can only start its business with business license.
Shanghai Economic Commission will submit the qualification of the applicant to
Ministry of Commerce for file. Ministry of Commerce will publish names of such

Applicant that wants to engage in scrap vehicle recycle (dismantling and
breaking) shall submit the application to Shanghai Municipal Economic
Commission. The enterprise shall meet the overall planning and distribution
requirement of the Ministry of Commerce. Apart from meeting the requirements of
certain laws and administrative regulations, the applicant shall also meet the
following requirements. (I) No less than RMB 500,000 yuan of registered
capital. It is deemed as an ordinary tax-payer. (II) No less than 5,000
square meters for vehicle dismantling. (III) Have necessary dismantling
equipment and fire-protection facilities. (IV) Be able to dismantle more than
500 vehicles each year. (V) Recruit more than 20 employees, among which at
least five are professional technical staff. (VI) No illegal operation
records, such as selling scrap vehicles and assembled scrap vehicles. (VII)
Meet the state environment protection standards.
