Time limit for transaction: Office of Feed Work of Shanghai is to decide on whether to accept the application or not within 5 working days after receiving the application materials; the Office is to do examination work on the application within 20 working days after accepting the application; those passing the examination can go through procedures for enterprise registration.

Applicant qualifications: To set up enterprises to manufacture compound feed, concentrated feed and simplex feed, applicants should meet prescriptions on enterprise setup regulated by laws and administrative regulations, they should have the following conditions, too:
(I) Having workshops, equipment, technique and storage devices fit for the work of manufacturing feed;
(II) Having professional technical personnel for the work of feed manufacturing;
(III) Having necessary inspection department, personnel and devices for inspection on product quality;
(IV) Production environment meets requirements on safety and hygiene prescribed by the state;
(V) Measures for pollution prevention meet requirements on environmental protection of the state.
