(I) Transaction procedures for applying for plates and licenses of tractors and combined harvesters.
1. To apply for plates and licenses of tractors for agricultural use and combined harvesters.
(1) Users (or tractor owners) go to the nearest institute of supervision on agricultural machinery safety to get or download from Internet a "Registration Form of Agricultural Machinery of People's Republic of China" and stamp private seal of the owner on the Registration Form (individual applicants should stamp their private seals and sign in the column of tractor owners).
(2) By following relevant standards from "Technique Conditions on Agricultural Machinery Safety", inspection personnel from the nearest institute of supervision on agricultural machinery safety does inspection work and prove the tractors for agricultural use or combined harvesters qualified, and sign on the Registration Form, sticking with seals of type number of engine and of cgassis; then applicants can go to Institute of Supervision on Agricultural Machinery Safety of Shanghai with their purchase invoice of the agricultural machinery, certificate of conformity, certificate of unit code or their personal ID card to go through procedures of getting plates and licenses of their tractors or combined harvesters.
2. Particular changes in tractors for agricultural use or in combined harvesters
To apply for alteration, transfer, concooning, unsealing, transfer of native place or discarding in tractors for agricultural use or in combined harvesters, applicants should get or download a "Form of Examination and Approval on Applying for Alteration, Transfer, Concooning, unsealing, transfer of native place or Discarding Agricultural Machinery", and fill in contents concerned conscientiously. Agricultural machinery for transfer or transfer of native place must be within valid term from annual inspection. Users (including the new and previous owners) should stamp their private seals in the column of corresponding "owners" and then go to Institute of Supervision on Agricultural Machinery Safety of Shanghai with their "Form of Examination and Approval on Applying for Alteration, Transfer, Concooning, unsealing, transfer of native palce or Discarding Agricultural Machinery", certificates of unit code or their individual ID cards to go through relevant procedures.
3.To apply for driver's license for tractors for agricultural use or combined harvesters
(1) Conditions for registering for the examination
A. Being 18-60 years old;
B. Having educational attainments above middle school;
C. Shanghai residents register for the examination with their ID cards, and those without Shanghai permanent residence but having been lived in Shanghai for over 1 year can register with their ID cards and Certificates of temporary residence;
D. Physical conditions:
a. With a height of no less than 150cm;
b. Eyesight of the two eyes no lower than 0.7 on the standard eye chart or 4.9 on logarithm eye chart (correction on eyesight is permitted);
c. Having no color blindness for red and green;
d. Can differentiating direction of sound source with the distance of two ears being 50cm away from each other;
e. Normal condition for heart, liver and blood pressure;
f. Having no diseases or physical defect which may impose negative impact on safe driving.
(2) Procedures for registering for the examination
A. To get or download "Registration Form on Agricultural Machinery Drivers of People's Republic of China", sticking their own certificates picture, and copy of ID card; passing physical examination done by hospitals above district or county level, and stamping the seal for special use of physical examination on the Registration Form; submitting all the above to Institute of Supervision on Agricultural Machinery Safety of Shanghai for examination; if passing examinations on sciences, they can be issued a "Driver's License for Agricultural Machinery Study of People's Republic of China";
B. After studying on subjects and appointing a time for examination; those passing the exam are to be issued a "Driver's License for Agricultural Machinery of People's Republic of China".
4. Permit on driving and add in items of driving
Driving permit of drivers is decided by models they applied for learning driving, including the models they are permitted to drive; if drivers need to add in items of driving, they should take their valid driver's license and go through procedures for adding in items of driving after getting approval from Institute of Supervision on Agricultural Machinery Safety of Shanghai; those in intern period are not permitted to apply for adding in items of driving.
5. To apply to be reissued or to change plates or license of tractors and combined harvesters
(1) If plates or licenses or driver's licenses for tractors or combined harvesters have been lost, applicants should fill in corresponding forms on reissuing plats or licenses for agricultural machinery or for agricultural machinery drivers, and go through relevant procedures after getting approval from Institute of Supervision on Agricultural Machinery Safety of Shanghai;
(2) If licenses of tractors or combined harvesters or driver's licenses of the tractor or combined harvester drivers need to be exchanged for being old or being filled with records, or driver's licenses expire, the owners should go to Institute of Supervision on Agricultural Machinery Safety of Shanghai to go through procedures for changing licenses with their old licenses (those to change their driver's licenses need to bring their own pictures).

(II) Treatment on agricultural machinery accident
1. If such conditions as pumping, rolling, upset, falling into water or fire accidents happen to tractors for agricultural use and other agricultural machinery when running, operating or parking in fields, court or country roads, which cause injury or death to human or animal life or result in losses for human or the machinery, it is to be treated as agricultural machinery accident. Such accidents are treated by departments of supervision on agricultural machinery safety on district or county level of the places where accidents occur. Serious accidents are to be treated by applying for cooperation treatment from Institute of Supervision on Agricultural Machinery Safety of Shanghai.
2. Liability form of party concerned in the agricultural machinery accidents can be divided as the following: full liability, primary liability, equal liability, minor liability, certain liability and no liability. Economic compensation for agricultural machinery accidents is to be paid by the party causing the accident according to his liability form.
3. Liability of agricultural machinery accidents is to be investigated and determined by departments of supervision on agricultural machinery safety.
4. Economic compensation for agricultural machinery accidents is to be treated according to "Provisional Regulations on Treatment of Agricultural Machinery Accidents of Shanghai".
5. For those not settled even after departments of supervision on agricultural machinery safety has done mediation for three times, the accidents can be treated through arbitration.
6. If party concerned are not satisfied with specific administrative activities, they can apply for administrative reconsideration or take administrative proceedings according to prescriptions from "Law on Administrative Reconsideration of People's Republic of China" and "Law on Administrative Action of People's Republic of China".
7. If party concerned do not apply for administrative reconsideration, or not take administrative proceedings, but do not implement specific administrative activities, departments making decision on specific administrative activities can apply to people's court for compulsory enforcement.   

Charging standard and its basis: according to prescriptions in documents of H.J.H.(1996) No.339 issued by Shanghai Price Administrative Bureau and H.C.Z.(96) NO.074 from Shanghai Finance Administrative Bureau.
