Directory on applying for the mark on safe, hygiene and high quality agricultural products

Application formalities:
Transaction procedures:
1. Applicant enterprises file in the application;
Of their own will, enterprises file in an official application to Center on Quality Certification of Agricultural Products of Shanghai, which is to be confirmed by official seals of the enterprise or by signature of its legal person.
2. To investigate at the origin of the products
Certification department is to send personnel to the place of production to do investigation work, with such purposes as:
(1) To know if application turns out to be basically true;
(2) To know the enterprise has basic application conditions.

3. Verification on application materials
Center on Quality Certification of Agricultural Products of Shanghai is to do verification work on the following materials:
(1) Introduction to basic conditions of the applicant enterprise(including name, brief introduction, surroundings of the enterprise, and state of production and operation as well as information on rewarding for its agricultural products in recent years, etc.);
(2) Copies of business license, certificate of agricultural product trademark registration, certificate of legal person code, and of certificate of taxation registration of the enterprise;
(3) Product standards from the enterprise ;
(4) Manual of quality management of the enterprise;
(5) Introduction on production of safe, hygiene and high quality agricultural production, including: ¢Ù operation rules on production and technique (variety, time and quantity of  agriculture chemicals, chemical fertilizer, animal remedy, feeds and its additives are to be especially indicated); ¢Ú sources and purchases and sales invoices (copies) for agricultural chemicals, chemical fertilizer, animal remedy, feeds and its additives used in production of agricultural products, animal or bird products and aquatic products; ¢Û water source and quality for irrigation, processing and drinking water for livestock and birds in the process of agricultural product production;
(6) Plan of the place of production and its surrounding area;
(7) Plan of environmental protection of the villages or town where the enterprise is located;
(8) Institutional framework of the enterprise (age, educational background and training for main managerial staff, technical personnel, and operation staff);
(9) Copies of certificates on reward of the enterprise;
  (10) Other relevant materials (i.e., other certificates or other certificates on rewards).

4. To accept the application
The certification department is to decide whether to accept the application after doing verification work on their application materials.

5. To organize appraisal panel
After the enterprise goes through relevant procedures, the certification department begins to organize an appraisal panel(composed of experts from related field and staff from the certification department) and decide on procedures and time for verification of place of production and product certification.

6. To do verification work on place of production
Entrusted by Center of Quality Certification of Agricultural Products of Shanghai, the appraisal panel is to do verification work on environmental quality of the place of production, production process and quality management on the agricultural product in accordance with standard on safe, hygiene and high quality agricultural products of Shanghai, standard on environment of production place (or raw materials) of safe, hygiene and high quality agricultural products of Shanghai and "Manual of Quality Management" of the enterprise.

7. Surveillance and appraisal on environment
Based on verification on environment quality of the production place done by the appraisal panel, the certification department is to organize surveillance on environment of the production place. Environment surveillance department should go to the production place to do sampling surveillance within prescribed time limit and submit the report on surveillance to the certification department within a prescribed time limit. After receiving the report, certification department is to make an appraisal on the environment of the production place in time. If the environment does not meet specifications, which is also confirmed by the appraisal panel, certification department is to notify the applicant enterprise that the certification work is over at the point; if the environment does meet specifications, go on with certification on production process.

8. To go on with verification on production process and product detection
According to standard on safe, hygiene and high quality agricultural products of Shanghai, verification work is to be done on key points concerned safety and on key control technique in the production process, and organ for detection on safe, hygiene and high quality agricultural products of Shanghai is to be entrusted to do detection work on agricultural products of applicant enterprises, who is to produce a "Report on Detection of Safe, Hygiene and High Quality Agricultural Products" within a prescribed time limit. If applicant enterprises are not satisfied with the detection result, they can apply for arbitration at Center on Quality Certification of Agricultural Products of Shanghai for another detection work, who is to entrust two or more than two detection organs to do the detection work again, and then make the arbitration judgment according to relevant regulations.

9. Comprehensive examination and evaluation
After receiving report on product detection, the certification department should call together appraisal panel to do comprehensive examination and evaluation work. A "Report on Comprehensive Examination and Evaluation" is to be worked out based on verification result on production place, "report on environment surveillance", "report on product detection" and on rectification and improvement work done by the applicant enterprise. In the Report on Comprehensive Examination and Evaluation", it is to decide whether to suggest to grant the applicant enterprise a certificate on using mark for safe, hygiene and high quality agricultural products of Shanghai and right to use the mark. If deciding not to grant the enterprise with the certificate or right, certification department is to notify the enterprise and inform them of reasons, who can do rectification and improve work so as to go on with the application in the next year; if it is suggested to grant the applicant enterprise a certificate on using mark for safe, hygiene and high quality agricultural products of Shanghai and right to use the mark, certification department, after sorting out complete relevant materials, is to submit materials to Center on Quality Certification of Agricultural Production of Shanghai for first examination and second examination.

10 First examination and second examination
Entrusted by Center on Quality Certification of Agricultural Products of Shanghai, first examination committee (organized and called by Center on Quality Certification of Agricultural Products of Shanghai) is to do verification work on all materials sent by certification department of Center on Quality Certification of Agricultural Products of Shanghai by following standard on safe, hygiene and high quality agricultural products of Shanghai and standard on environment of production place (or raw materials) of safe, hygiene and high quality agricultural products of Shanghai. Those passing the first examination are to be sent for second examination work.
¡¡¡¡Center on Quality Certification of Agricultural Products of Shanghai is to do second examination work on safe, hygiene and high quality agricultural products passing first examination by first examination committee. Enterprises passing the second examination are to sign an "Agreement on Using Mark for Safe, Hygiene and High Quality Agricultural Products of Shanghai" with Center on Quality Certification of Agricultural Products of Shanghai. After signing the Agreement, Center on Quality Certification of Agricultural Products of Shanghai is to issue the certificate on using mark for safe, hygiene and high quality agricultural products of Shanghai to the applicant enterprise. 
Valid term of mark for safe, hygiene and high quality agricultural products of Shanghai is three years. After the term expires, and if enterprises want to continue its use, they should file in an extending application to certification department within 90 days before the mark expires. The procedure of extending application is the same to application procedures.
Enterprises are to be given a reply within 10 days after filing in the extending application, the following certification process is to be decided by specific conditions. Time for certification work is a production cycle of the applied agricultural product, in principle. 
Charging standard and its basis: according to regulations, applicant enterprises pay experts in examination panel for expenses on examination and evaluation and expense on environment and product detection. Certification work is free of charge.

Time limit for transaction: applicant enterprises are to be given a reply within 10 days after filing in an application. The following certification process is to be decided by specific conditions. Time for certification work is a production cycle of the applied agricultural product, in principle.
Applicant qualifications: 1. The enterprise is a corporate entity;
2. The enterprise have ownership or right of use to trademark of food or agricultural products for which they apply for green food mark;
3. The enterprise have batch production capacity for the food or agricultural product for which they apply for green food mark, with stable quality.
