Procedure: Veterinary Medicine enterprises shall apply for "Permit of Veterinary Medicine Business" according to the following procedure:
(I) Veterinary Medicine operation enterprises and veterinary biological production enterprises in the charge of municipal-level departments shall submit the application to Veterinary Medicine administration office with approval from its supervising authority.
(II) Veterinary Medicine enterprises engaged in imports and exports shall submit the application to Veterinary Medicine administration office together with approval from the State Council or administrative office of local foreign trade and economic cooperation departments.
(III) Veterinary Medicine enterprise or individual operators shall submit the application to local industrial or administrative bureau with its "Permit for Carrying out Veterinary Medicine Business" and then apply for its business license.
(IV) Veterinary Medicine enterprises that want to open up stores for wholesale or who wants to sell through local markets shall apply for the permit and business license.
(V) "Permit for Carrying Out Veterinary Medicine Business" for retail enterprises or individual businessman is only valid within the district
Handling Procedure:
(I) Checking and approving of application form, approval of supervising authority and other relevant documents of the applicant.
(II) After initial approval, the "Registration Form Permit of Carrying Out Veterinary Medicine Business" will be given and filled out carefully.
(III) Checking and approval according to certain regulations. If approved, Veterinary Medicine administration office will issue "Permit on Carrying Out Veterinary Medicine Operation".
Fee and Collection Standards: (I) Charging Standards: RMB 50 yuan for each "Permit on Veterinary Medicine Business", RMB 15 yuan for each "Permit on Veterinary Medicine Business". Duration of Handling: Shanghai Municipal Veterinary Medicine Administration Office will make its preliminary decision within fifteen working days. On-spot inspection will be carried out. Five working days after the inspection, decision will be made.

Qualification of Applicants:
(I) Qualification of applicant: Veterinary Medicine operation enterprises in the charge of municipal-level departments of Shanghai.
(II) Applicants have to meet the following requirements:
1. Have relevant technical staff to carry out Veterinary Medicine business. Have technical staff majored in pharmaceutical or Veterinary Medicines for the purchase, storage, sales, inspection of Veterinary Medicine. Other staff shall have the "Qualification for Veterinary Medicine Business" issued after examination.
2. Have relevant business room, storage and accounts to carry out business. Medicines are not allowed to store outdoors.
3. Business venue and warehouse shall be clean and tidy and meet fire proof standards.
4. The warehouse shall meet certain requirements, for example, shall be able to prevent pollution, month, rat, dust, moist and mould. Medicines with specific requirements shall be stored according to certain requirements.
5. Establish complete quality inspection and storage system.
