Application procedures: 1) Application letter (shall
contain definitely name, registered capital and source, address, business scope,
feasibility study, and other necessities of the institution that proposes to set
up pawning business) 2) Investment agreement 3) Approval document by the
appropriate authority or board decision of the applier 4) Certificate of the
proposed legal person and business license of the applier, and identity
certificate of natural person 5) Chart of the pawning broker 6) Business
regulation, internal management system and security measurement of the pawning
broker 7) Valid certificate of property right or use right for the qualified
business premise 8) "Pre-approval Notice of Enterprise Name" by the industry
& commerce administration 9) Capital assessment certificate by the
legally qualified capital assessment institution 10) Profiles of the proposed
legal representative and the senior managers (including GM, Deputy GM, and
CFO)
Application procedures: 1) Application: The applier
shall submit the application letter and the related application materials to
Service Industry Administration Office of Shanghai Economic Committee 2)
Review: The application materials shall be reviewed according to what are
defined in the related laws 3) Acceptance: Determination of official
acceptance shall be made to the application having passed the review according
to what the Ministry of Commerce defines in the yearly pawning business
development plan 4) Reply: Reply of approval or denial shall be made
according to what are defined in "Administration Procedures for Pawning
Brokers"
