Application procedures: The applier shall submit the patent application documents in 2 copies. All kinds of patent application documents shall be typed or printed.
1. The application letter, the specification and its abstract, and the right claim letter shall be submitted to apply for the patent of invention.
2. The application letter, the specification and its attached drawings, the abstract and its attached drawings, and the right claim letter shall be submitted to apply for the patent of utility model.
3. The application letter, and the pictures or photos of the shape design shall be submitted to apply for the patent of shape design.
Handling procedures: Entrusted by the State IPR Bureau, the agency checks the accepted patent application document according to the regulations defined in the Laws of Patent and its implementation details, determines the application date, and issues the application number. It reviews and approves the application letter of charge cut-off that the applier submits, determines the cut-off standard, and sends the notice.
1. If the patent application complies with the acceptance condition but the applier submits no application letter of charge cut-off, the agency shall send the notice of patent application accepted and the notice of charge payment to the applier.
2. If the patent application doesn't comply with the acceptance condition, the agency shall send the notice of patent application rejected to the applier.
3. If the patent application complies with the acceptance condition and the applier submits the application letter of charge cut-off that is qualified for the requirement, the agency shall approve the application, determines the cut-off standard, and send the notice of patent application accepted and the notice of charge cut-off approved to the applier.
4. If the patent application complies with the acceptance condition but doesn't comply with the charge cut-off requirement, the agency shall send the notice of patent application accepted and the notice of charge cut-off rejected (describing why the charge can't be cut off, and when and how much the charge shall be paid) to the applier.
5. The application date of patent application document shall be determined according to related definition in the Laws of Patent and its implementation details. If the applier submits the application document onsite, the application date shall be the day in that the applier submits the document to the agency. If the applier sends the application document by mail, the application date shall be the day in that the post stamp is made, or the day in that the agency receives the mail in case that the date is not identifiable in the post stamp.
6. Approval of charge cut-off: To get approval, the charge cut-off applier shall be the one that is defined in the letter of patent application, and the application letter shall be signed and sealed by the party. The application of service invention charge cut-off shall be attached with the certificate provided by the appropriate authority, which shall define the unit that applies for charge cut-off is an enterprise, an institution, a government department, or a social organization. If it's an enterprise, the certificate shall describe the earning/loss status. If it's not an enterprise, the certificate shall describe the financial trouble.

4. Don't accept the PCT-related patent application documents.
5. Don't accept the patent application documents with respect to divisional application or privilege claim, which shall be sent to the accepting function of the Patent Office of State IPR Bureau by registered mail.
6. Don't accept the middle documents submitted by the applier, which can be sent to the accepting function of the Patent Office of State IPR Bureau by registered mail.
