Application Procedures:
1. Letter of
Application for transferring to another school by the students.
2. "Name List
of Transferred New Students in Institutions of Higher Education" (Copy with
stamp) of the transfer student.
3. School report of the student.
4. If the
student is transferred due to health reasons, report from hospitals above county
level (including county) level shall be submitted.
5. If the student is
transferred because of his/her specialty, relevant works, certificates and
opinions from experts shall be submitted.
6. Relevant documents shall be
submitted if the student is transferred due to other reasons.
Handling
Procedures:
1. The acceptance school shall submit the written application to
Shanghai Municipal Education Commission.
2. Shanghai Municipal Education
Commission shall be responsible for checking the case.
3. After the
application is approved, Shanghai Municipal Education Commission will send the
approval documents to the target school.
4. If the student is transferred
between different provinces, municipalities and autonomous regions, approval
from local education authorities shall be submitted.

Working Hours: 9:00-17:30 on working days
Duration of Handling: The
transfer shall be submitted before the start of a new semester. One month after
the start of the new semester, Shanghai Education Commission will pause the
handling of such application. Application for transferring new students shall be
submitted when the first semester is over.
