1. Project proposal and feasibility
study report.
2. Opinion from supervising authority of the Chinese
partner.
3. Identification of cooperation parties.
4. Credibility of the
fund.
5. Letter of intent and curricular plan.
Handling Procedures:
1.
Chinese party shall submit the written application to district (county) level
education commission. With preliminary approval, the application will be
submitted to Shanghai Municipal Education Commission. Relevant application form
will be submitted.
2. Relevant departments of Shanghai Municipal Education
Commission will check the documents. These relevant departments include the
Department of Vocational and Adult Education, Department of International
Exchange, Department of Development and Planning and Department of
Finance.
3. Written approval will be issued by Shanghai Municipal Education
Commission and permit on the establishment of the cooperative school will be
issued as well.

Qualification of
Applicants: The applicant shall confirm the means of cooperation, establish
board of directors composed of more than half Chinese citizens. The headmaster
shall be a Chinese citizen. There shall be experienced professional and
managerial staff to be responsible for the daily operation of the school. There
shall be qualified full-time or part-time teachers. The applicant shall have
clear-cut curricular plan and shall have chosen appropriate textbooks. The
applicant shall have necessary education premise and equipments, and necessary
capital and fund for daily operation.
