Application procedure: 1. "Shanghai Approval Form of Rebuilding of Civil Defense Facility", in three copies;
2. One set of original completion drawings;
3. One set of rebuilding drawings.
 (Copies submitted shall be affixed with official seal or the special seal for documents management).
Execution procedure: 
　　1. The rebuilding organization shall submit the application;
　　2. The general service window shall accept the application;
　　3. The municipal Civil Defense Office shall take internal examination and issue the "Shanghai Approval Form of Rebuilding of Civil Defense Facility";
　　4. The applicant shall obtain the "Shanghai Approval Form of Rebuilding of Civil Defense Facility" at the general service window.

Time limit: The application shall be settled within 10 working days since being accepted.
Applicant's qualification: the organization that plans to rebuild main structure, open holes in the main structure, change plane arrangement, add or rebuild entrance or exit, or rebuild protective facilities and internal equipment of the public civil defense facility of Shanghai (for the rebuilding of non-public civil defense facility, the rebuilding organization shall submit the application to the local district/county Civil Defense Office in charge of the civil defense facility).
