Application procedure: 1. "Shanghai Approval Form of Dismantlement of Civil Defense Facility", in three copies;
2. Copy of approval document of on-ground construction;
3. Copy of overall plan drawing (or land map) with the location of dismantlement highlighted;
4. Copy of dismantlement agreement signed between the dismantling organization and the owner of the civil defense facility.
 (Copies submitted shall be affixed with official seal or the special seal for documents management page by page)
Execution procedure: 
　　1. The dismantling organization shall submit the application;
　　2. The general service window shall accept the application;
　　3. The municipal Civil Defense Office shall take internal examinatin and issue the "Shanghai Approval Form of Dismantlement of Civil Defense Facility";
　　4. If the result of examination is to undertake compensative building, the applicant shall obtain the "Shanghai Approval Form of Dismantlement of Civil Defense Facility";
　　5. If the result of examination is to compensate for the dismantlement with money, the applicant shall pay the compensation fee as required in check to the general service window and then obtain the "Shanghai Approval Form of Dismantlement of Civil Defense Facility" and the receipt of compensation fee for dismantlement.
　　<STRONG>Standard of compensative building or money compensation补建或补偿标准</STRONG>
　　For the dismantlement of public civil defense facilities or other civil defense facilities built upon the investment of national government, the dismantling organization shall take compensative building or money compensation as following standard:
　　1. Dismantlement of graded civil defense facility: take compensative building according to the construction area and grade of original civil defense facility, or, if confirmed inapplicable for compensative building, pay money compensation to the municipal Civil Defense Office at the standard of 3500 yuan/square meter for dismantlement;
　　2. Dismantlement of non-graded civil defense facility that is made of reinforced concrete: take compensative building according to the grade at least of the lowest grade and the construction area at least of two third of the original area, or, if confirmed inapplicable for compensative building, pay money compensation to the municipal Civil Defense Office at the standard of 2300 yuan/square meter for dismantlement;

　　3. Dismantlement of non-graded civil defense facility that is made of brick and reinforced concrete: take compensative building according to the grade at least of the lowest grade and the construction area at least of one third of the original area, or, if confirmed inapplicable for compensative building, pay money compensation to the municipal Civil Defense Office at the standard of 1150 yuan/square meter for dismantlement;

　　For the dismantlement of the civil defense facility excluded from foregoing stipulations, the dismantling organization shall negotiate the compensation with the owner of the civil defense facility.

Time limit: The application shall be settled within 10 working days since being accepted.
Applicant's qualification: the dismantling organization able to dismantle graded civil defense facilities or the non-graded civil defense facility with at least 500 square meters. (The application for dismantling the non-graded civil defense facility shall be submitted to the local district/county Civil Defense Office in charge of the facility).
