The municipal safe production supervision authority shall examine the application of following projects: the construction project with the total investment of at least 10 million yuan by the enterprise or governmental institution charged by the municipal government, the construction project of the enterprise or governmental institution directly under the supervision of the municipal safe production supervision authority; the construction project conducted by the foreign-capital enterprise or institution, private enterprise or institution or the enterprise or institution registered at other Chinese place but operated in Shanghai, the construction of all of which is approved by the commission, office or bureau of Shanghai government; the construction project required to be examined by the municipal safe production supervision authority by national laws and regulations;
　　2. The district/county safe production supervision authority shall examine the application of following projects: the construction project within its administrative territory but not under the charge of municipal safe production supervision authority;
　　3. The national key construction project conducted by the organ of central government and organized by the administrative authority for economy under State Council and the industrial management authority shall be examined by relevant national authority;
　　4. The construction project conducted within the administrative territory of Pudong New District shall be examined by the safe production supervision authority at Pudong New District.

Time limit: The safe production supervision authority shall take field investigation within 15 working days since receiving all the application documents and make conclusion. The specific report on acceptance is one of the application documents.
Applicant's qualification: 1. The applicant shall finish the preliminary examination and approval process at the safe production supervision authority, or shall prepare an article describing the process and current condition of the project;
2. The vital production equipment and specific equipment shall be inspected and approved by the legally appointed authority. The equipment for explosion-risked environment and the electrical equipment shall be inspected and approved by professional institution;
3. The construction site shall be well prepared for operation and labor and the qualification of it shall be testified by good inspection result;
4. The safety facility and main part of project of the primary design have been operated simultaneously for at least 3 months;
5. The item that accepted by the advance safety evaluation shall be inspected before final acceptance by the eligible agent institution, which shall prepare the evaluation report of safety examination.
