Time limit: The serious injury and death accidents shall be handled subject to the settlement direction made by the local district/county Safe Production Supervision Bureau in charge of the accident spot and the enterprise shall be charged for punishment by the same authority. The serious death accident with at least victims and the serious injury and death accident happened at the enterprise that is under direct supervision of Shanghai municipal Safe Production Supervision Bureau shall be handled subject to the settlement direction made by the municipal Safe Production Supervision Bureau and the enterprise shall be charged for punishment by the same authority;
The enterprise with accident shall submit the "Settlement Report of Employee Injury and Death Accident Based on Investigation" to the authority for safe production supervision within 70 days since the occurrence of accident. The postponed submission of report upon special conditions shall be approved by the authority for safe production supervision that also is responsible for the handling of the accident; otherwise, the postponement shall be regarded as an intentional action. The accident the postponed handling of which is approved by the authority for safe production supervision shall be postponed no later than 180 days.
The authority for safe production supervision shall give settlement direction within 20 days since receiving the "Settlement Report of Employee Injury and Death Accident Based on Investigation";
The economic punishment on the enterprise with accident shall be 40 thousand yuan for every death and 2-20 thousand yuan for every serious injury.
