6. Emergency measures to handle disastrous accident.

Time limit: The application for production and storage of hazard chemicals shall be submitted to district/county supervision authority for safe production. The application to be submitted the municipal supervision authority for safe production as required by HUJING'AN (2001) 115 document shall be approved by district/county supervision authority in advance. Based on the overall urban planning and with strict examination, the municipal supervision authority for safe production shall investigate the applicant's condition with the authorities for public security, public hygiene, technical supervision, environment protection and urban planning. For the application not approved, the municipal authority for safe production shall send written notification to the application to explain the reasons.
Duration of examination and approval: within 30 working days since receiving the application documents.
The applicant shall handle the registration process at the authority for industry and commerce subject to the approval document.
Applicant's qualification: 1. With the production techniques and equipment or storage means and facilities in conformity with national standard;
2. The safe distance around the factory or warehouse shall conform to the national standard or relevant regulations;
3. With proper managerial and technical staff for production or storage;
4. With perfect safety management system;
5. In conformity with other requirements of laws, regulations or national standards.
