Application procedure: (1) "Application Form for License for Operation of Hazard Chemicals", 3 copies of paper form  and 1 copy of electronic form;
 (2) Safety evaluation report;
 (3) Copy of acceptance document on fire safety of the business and storage places and the original copy and photocopy of acceptance document on safe production supervision over the business place;
 (4) Copy of ownership certificate or lease contract of the business place, storage place and facilities;
 (5) Original copy and photocopy of the qualification certificates of professional hazard chemicals training and the qualification certificates of fire safety training, held by main principals, managers, safe production management staff and business staff;
 (6) Safety management system and post safe operation standards.

Standard and basis of charge: cost of production of "License of Operation of Hazard Chemicals", charged as per the standard confirmed by State Planning Committee and Ministry of Finance. (However this standard is not formally released.)

Time limit: Since receiving the application documents, the Safe Production Supervision Bureau shall review the documents and make field investigation, and issue "License of Operation of Hazard Chemicals" to the qualified or send written notification to the unqualified.
The application shall be handled within 30 working days since being received by the Safe Production Supervision Bureau.
The applicant shall handle the registration process at the authority for industry and commerce subject to the "License of Operation of Hazard Chemicals".
Applicant's qualification: (1) The business place, facilities and buildings shall conform to the "Building Fire Design Standards" (GBJ16), "Regulations on Safety at Explosive Hazard Places" and "Rules on Fire Protection in Warehouses" and the fire protection facilities shall be examined and approved by the authorities for public security and fire protection;
 (2) The business condition and storage condition shall conform to "Business Precondition and Technical Requirements on the Enterprise Operating Hazard Chemicals" (GB18265) and "General Rules on Storage of Common Hazard Chemicals" (GB15603);
 (3) The main principals, mangers, safe production management staff and business staff shall receive the professional training of hazard chemicals and fire safety and have passed the examination and obtained the incumbency qualification;
 (4) With perfect safety management system and post safe operation standards;
 (5) With preparative emergency rescue program;
 (6) There is no person living in store (business place) and storage area.
