Application procedure: The producing enterprise registered in Shanghai for the technical safety protection products shall obtain the "Application Form for Registration of Production of Technical Safety Protection Products" (hereinafter referred to as "Application Form for Registration of Production") at the local Technical Safety Protection Offices of district/county Public Security Branch Bureaus and submit the filled "Application Form for Registration of Production" and following documents back to the local Technical Safety Protection Offices of district/county Public Security Branch Bureaus (every documents shall be in 2 copies and affixed with official seal):
 (1) Copy of the duplicate copy of business license and the certificate of professional title or education certificate of main technicians;
 (2) Copy of inspection report or expert evidence of every product model issued by the legal inspection institution;
 (3) Original copy and photocopy of achievement report of technical training; (the original copy shall be returned after verification)
 (4) Written document of after service measures, including 24-hour maintenance hotline, response time, text of after service agreement and warranty measures;
 (5) Standard, photo and description of every product model;
 (6) Introduction to the enterprise.

style="MARGIN: 0cm 0cm 0pt; LAYOUT-GRID-MODE: char; LINE-HEIGHT: 135%">　　The Technical Safety Protection Office of district/county Public Security Branch Bureau shall submit the application that is qualified in the preliminary examination to the Technical Safety Protection Office of Shanghai Public Security Bureau.

style="MARGIN: 0cm 0cm 0pt; LAYOUT-GRID-MODE: char; LINE-HEIGHT: 135%">　　 (2) The Technical Safety Protection Office of Shanghai Public Security Bureau shall organize experts to examine the quality system of the applicant enterprise since receiving the application documents submitted by the Technical Safety Protection Office of district/county Public Security Branch Bureau.
　　 (3) For the applicant with its quality system and the application documents considered qualified and with its application thus approved by the Technical Safety Protection Office of Shanghai Public Security Bureau, the Technical Safety Protection Office of district/county Public Security Branch Bureau issue the "Approval of Registration of Production of Technical Safety Protection Products". For that considered unqualified in preliminary examination or final examination, the Technical Safety Protection Office of district/county Public Security Branch Bureau shall issue the "Notification on Refusal of Registration of Production" and return the application documents.

Time limit: (I) For the application with the application documents full and in conformity with relevant regulations, the Technical Safety Protection Office of district/county Public Security Branch Bureau shall finish the preliminary examination within 12 working days;
 (II) After receiving the application documents submitted by the Technical Safety Protection Office of district/county Public Security Branch Bureau and organizing experts to examine the quality system of the applicant enterprise, the Technical Safety Protection Office of Shanghai Public Security Bureau shall finish the examination within 2 working days.
 (III) For that considered unqualified in preliminary examination or final examination, the Technical Safety Protection Office of district/county Public Security Branch Bureau shall notify the applicant enterprise within 2 working days.
Applicant's qualification: (1) The enterprise registered at the authority for industry and commerce of Shanghai and with relevant scope of business and independent legal personality;
 (2) The product shall pass the inspection of product model conducted by the legal inspection institution;
 (3) With complete quality system;
 (4) The legal representative or principal for business, all enrolled technical and managerial staff shall receive the technical training organized by the authority for technical safety protection and have passed the examination;
 (5) Under the supervision and management of the authority for public security.
