Application procedure: 1. Written application (including name of organization, location, business methods, scale of location and registered capital);
2. Field layout and construction plan of the cultivation farm;
3. Letter of intent, agreement and the approval document issued by the Foreign Economy and Trade Commission, for the joint investment;
4. Lease contracts of land lease and building lease, or ownership certification;
5. Written approval issued by town and village government (original copy, official document and affixed with official seal);
6. Qualification certification of at least two veterinarians;
7. Conclusion of name verification issued by the authority for industry and commerce;
8. Written approval of registration issued by the General Social Order Brigade of Shanghai Public Security Bureau.
The entrusted application shall be evidenced by the written letter of entrustment and the effective identity certification of the entrusted person.
Execution procedure: Within 10 days since receiving the application documents, the General Social Order Brigade of Shanghai Public Security Bureau shall arrange an field investigation of the applicant's condition and then make decision, issuing "License of Cultivation of Dogs in Shanghai" to the qualified or ordering the unqualified to make correction within a certain period. As for that fails to make correction within the required period, the General Social Order Brigade of Shanghai Public Security Bureau shall reject the application, returning the application documents and notifying the applicant of the reasons.　　  
Standard and basis of charge: "Verification of the Charge Standard for Management of Dogs in Shanghai", No. HUJIAHANG (1997) 286, issued by Shanghai Price Bureau and No. HUCAIZONG (1997) 046, issued by Shanghai Finance Bureau.
Standard of charge:
1. 5 thousand yuan per year for one farm with 1-50 breeding dogs;
2. 10 thousand yuan per year for one farm with 51-100 breeding dogs;
3. 15 thousand yuan per year for one farm with over 101 breeding dogs.

Duration of service: 9:00-11:30 and 13:30-17:00 from Monday to Friday

Time limit: The General Social Order Brigade of Shanghai Public Security Bureau shall finish the examination within 10 days since receiving the application documents.
Applicant's qualification: 1. The cultivation farm is at least 1000 meters from the drinking water source and over 500 meter from resident area;
2. The kennel shall be strong and the external wall of the farm shall be at least 3 meters high;
3. With the facilities for washing, sterilizing and innocuous pollution treatment;
4. With qualified veterinarians;
5. Except parks, no dog cultivation farm is allowed to be located in urban area.
