Execution authority: Technical Safety Protection Office of Shanghai Public Security Bureau and the Technical Safety Protection Offices of district/county Public Security Branch Bureaus
Application procedure: (1) The sales agent enterprise registered in Shanghai for technical safety protection products shall sign the "Advise and Promise of the Responsibilities of the Sales of Technical Safety Protection Products Produced at Other Chinese Place or Imported and to Be Sold in Shanghai" (hereinafter referred to as "Advise and Promise of Sales in Shanghai") with the local Technical Safety Protection Office of district/county Public Security Bureau in charge of the enterprise and obtain the "Registration Form of Sales of Technical Safety Protection Products Produced at Other Chinese Place or Imported and to Be Sold in Shanghai" (hereinafter referred to as Registration Form);
 (2) The sales agent enterprise shall fill in the Registration Form and submit it with following documents to the Technical Safety Protection Office of Shanghai Public Security Bureau (all the documents shall be affixed with official seal, all documents in foreign language shall be translated into Chinese and all original documents shall be returned after verification):
① Letter of authorization for entrusted registration signed by the principal of producing enterprise or foreign sales enterprise;
② Photocopy of the duplicate copy of business license of the producing enterprise, inapplicable to the imported products;
③ Original copy and photocopy of the duplicate copy of business license of the sales agent enterprise;
④ Original copy and photocopy of entrusted sales certificate or other certification document;
⑤ Original copy and photocopy of valid inspection report of every product model issued by the legal inspection institution;
⑥ Original copy and photocopy of the duplicate copy of "Approval of Registration of Production of Technical Safety Protection Products", inapplicable to the imported products;
⑦ Original copy and photocopy of achievement report of technical training;
⑧ Written document of after service measures, including 24-hour maintenance hotline, response time, text of after service agreement and warranty measures;
⑨ Original copy and photocopy of "Advise and Promise of Sales in Shanghai".

　　(2) The Technical Safety Protection Office of Shanghai Public Security Bureau shall issue the "Registration Certificate of Sales of Technical Safety Protection Products Produced at Other Chinese Place or Imported and to Be Sold in Shanghai" after receiving the application documents.

(2) For the application with the application documents full and in conformity with relevant regulations，the Technical Safety Protection Office of Shanghai Public Security Bureau shall settle the application on site.
Applicant's qualification: (1) The enterprise registered at the authority for industry and commerce of Shanghai and with relevant scope of business;
 (2) The product shall pass the inspection of product model conducted by the legal inspection institution;
 (3) The legal representative or principal for business, all enrolled technical and managerial staff shall receive the technical training organized by the authority for technical safety protection and have passed the examination;
 (4) Under the supervision and management of the authority for public security.
