Application procedure: The engaged organization shall apply for the examination of the primary design of technical safety protection project since the technical safety protection project contract comes into effect.
When applying for examination of the primary design, the engaged organization shall submit following documents (all documents shall be affixed with the official seal) to the Technical Safety Protection Office of Shanghai Public Security Bureau:
 (1) Photocopy of the duplicate copy of "Qualification Certificate". The engaged organization registered at other Chinese place is required to submit the original copy of "Governmental Certification of Qualification" and the document stipulating the after service measures. The engaged organization that plans to undertake the technical safety protection project at upper level is required to submit the original copy and photocopy of the duplicate copy of business license (the original copy shall be returned after verification);
 (2) Copy of technical safety protection project contract;
 (3) Copy of assignment book issued by the construction organization;
 (4) Copy of achievement report of technical training;
 (5) Copy of valid certification of product quality;

(6) Primary design and relevant drawings;
 (7) The engaged organization registered in Shanghai and planning to undertake the technical safety protection project at upper level and the engaged organization registered at other Chinese place shall submit the original copy and photocopy of "Shanghai Commitment for Design and Construction of Technical Safety Protection Project".
Execution procedure: 
　　The Technical Safety Protection Office of Shanghai Public Security Bureau shall organize the Technical Safety Protection Office of district/county Public Security Branch Bureau, construction organization, engaged organization and experts to jointly examine the primary design since receiving the application documents. For the qualified, the construction organization and engaged organization shall fill in the "Shanghai Commitment of Correction upon the Examination Conclusion of Primary Design of Technical Safety Protection Project" as per the suggestions and requirements of the acceptance team. After that, the examination team shall fill in and issue the "Shanghai Conclusion of Examination of Primary Design of Technical Safety Protection Project" and the "Shanghai Entrusted System Test of Technical Safety Protection Project, Level One or Level Two" to the construction organization and engaged organization. For the unqualified, the engaged organization shall make correction as per the suggestions and submit the application for examination for a second time.

Time limit: For the application with the application documents full and in conformity with relevant regulations，the Technical Safety Protection Office of Shanghai Public Security Bureau shall organize the joint examination of primary design within 5 working days.
Applicant's qualification:  The engaged organization registered in Shanghai and planning to undertake the design, construction and maintenance of the technical safety protection project, level one or level two, shall have the "Shanghai Qualification Certificate of Design and Construction of Technical Safety Protection Project" (hereinafter referred to as "Qualification Certificate"), Level One or Level Two; for the engaged enterprise registered in Shanghai, with the "Qualification Certificate", Level Two or Level Three, and qualified to the project at upper level shall have the right to undertake the technical safety protection project at upper level. The engaged organization registered at other Chinese place with the photocopy of the duplicate copy of qualification certificate issued by the local authority for technical safety protection projects of province-level public security authority, with the original copy of governmental certification of qualification and with reliable after service measures in Shanghai shall have the right to undertake the technical safety protection project at or below the awarded qualification level.
