Execution authority: Shanghai Fire Bureau and Fire Supervision Divisions
(Sections) of district/county Public Security (Branch) Bureaus shall take
simplified examination of following construction projects within their
respective authorities:
1. Common public buildings with at most 3 stories
high and the most construction area of every story not more than 200 square
meters, except the entertainment places; (note: the entertainment places refer
to the singing and dancing hall, video room, night club, Kara OK room, games
room and sauna room.)
2. Common resident buildings at most 9 stories high,
except villa and garage and the buildings in a resident community with the floor
area over 20 thousand square meters);
3. The Type C workshop building and
warehouse with the building height lower than 24 meters and with the floor area
not more than 1 thousand square meters; the Type D or E workshop building and
warehouse (including stock yard) with the building height lower than 24
meters;
4. Auxiliary facilities (including the transformation and
distribution rooms, boiler rooms, gas pressure regulating station or cabinet,
bus station, duty room of guards, external wall and awnings);
5. Indoor
upholstery of the office room, hotel room, apartment with hotel-like management,
ward of hospital or sanatorium at single story (including standard story) with
the original construction layout, functions and fire protection facilities
unchanged.
Note: The simplified examination of fire system also can apply to
the indoor upholstery project of the super high public building over 100 meters
high. However, in this case, there must be one additional procedure: the owner
or property management organization of the building shall apply to the
superintendent authorities for public security and fire protection for
simplified examination of fire system after indoor upholstery construction, the
authorities for public security and fire protection shall send a consent reply
and specify the unified standards, and the owner or property management
organization shall affix the seal at the "Comment of original civil construction
organization" box of "Shanghai Application Form for Simplified Examination of
Design of Fire System for Indoor Upholstery Construction Project" and "Shanghai
Commitment of Fire Safety for Construction Project".
6. Indoor upholstery
construction of the teaching room of school with the original construction
layout, functions and fire protection facilities unchanged.
Note: the "fire
protection facilities unchanged" mentioned in item 5 and 6 refers to the change
of fire system, namely, to be more specific, the change of type of automatic
extinguishing system in construction, like replacement of automatic sprinkling
system by gas extinguishing system, change of sprinkling pump, fire pump,
integrated controller and interlinked controller of fire alarm system, anti-fume
blower and change of water supply network for fire system. The moderate location
adjustment of local sprinkler, fire detector, indoor fire hydrant box, smoke
vent and air supply vent for indoor upholstery purpose shall be excluded.

The indoor upholstery construction with the original construction layout or
functions changed and applied to any of the items 1-4 (except the entertainment
places).
Application procedure: The construction organization shall submit
"Shanghai Application Form for Simplified Examination of Design of Fire System
for Indoor Upholstery Construction Project" and "Shanghai Commitment of Fire
Safety for Construction Project" to the reception window.
Execution
procedure: 1. When accepting the application documents, the staff shall check
the documents on site. For the qualified, the staff shall create the
registration information at the module of simplified examination and create the
"Approval of Simplified Examination of Design of Fire System for ***
Construction Project" (Attachment Two) or the "Approval of Simplified
Examination of Design of Fire System for *** Indoor Upholstery Construction"
(Attachment Three) on the official format paper and then issue the legal file of
examination. For the unqualified, the staff shall return the application
documents.
2. The internal job staff shall scan the drawings and documents
of the construction project for simplified examination. Note: (1) If the
"Comment of original civil construction organization" box of the "Shanghai
Application Form for Simplified Examination of Design of Fire System for Indoor
Upholstery Construction Project" and the "Shanghai Commitment of Fire Safety for
Construction Project" cannot be filled in by the original civil construction
organization for some reason, this box shall be filled in by the current owner
or property management organization by affixing the seal. (2) To improve the
condition that the detailed information of the construction organization cannot
be printed out in a detailed and correct way because the words are limited by
the space of box of the former unified format and to make the document more
official, the format is adjusted as per the attachment sample and the
applications shall be checked one by one.
