Arrangement of project examinations

(I) Projects to be examined by Construction Examination Division of Fire Supervision Department of Shanghai Fire Bureau
1. Design of fire system of the construction project planned by municipal planning bureau and the key municipal construction projects;
2. High public buildings of first type (or the high public buildings over 100 meters in Pudong New District);
3. The resident building over 100 meters high or with the average construction area of every household more than 150 square meters;
4. The Type-one commercial-resident building with the store at bottom at least two floors high;
5. Type C, D and E industry projects with the total investment more than 300 million yuan;
6. Type A and B warehouse with the construction area of single buidling more than 1 thousand square meters; Type A and B workshop building with the construction area of single building more than 2 thousand square meters;
7. Gas or liquid storage vessel independently built and with the fire risk over Type C (excluding Type C);
8. New municipal construction projects of subway, tunnel, railway station, wharf and airport;
 (II) The projects to be treated as one of municipal key fire protection focuses other than above shall be examined by Key Project Division and Danger Management Division of Fire Supervision Department of Shanghai Fire Bureau; the gas station or petrol station for automobiles shall be examined by Danger Management Division of municipal Fire Bureau; the ships, wharfs and water-related operations shall be examined by Water Supervision Station of Fire Supervision Department of Shanghai Fire Bureau.
(III) Other projects shall be examined by the Fire Supervision Divisions (Sections) of district/county Public Security (Branch) Bureaus and the authority for public security authorized by Shanghai Fire Bureau. 

Application procedure: 1. "Shanghai Application Form for Examination of Design of Fire System of Construction Project";
2. General layout and explanation;
3. Plan view, elevation view, section view and explanation of the construction;
4. Layout plan and explanation of the heating, ventilation and air conditioning system, electric system (including thunder proof facilities), technical process and arrangement of equipments that all need fire protection;
5. Layout and explanation of indoor and outdoor fire supplies for the construction only with indoor fire hydrant system.
6. The applicant shall submit the CDs containing the materials at the reception window of Fire Bureau, but CDs are not compulsory for following projects:
 (1) Common public buildings with at most 3 stories high and the most construction area of every story not more than 200 square meters, except public entertainment places;
 (2) Common resident buildings at most 6 stories high, except villa and garage;
 (3) Type C workshop building or warehouse with the construction area of single building not more than 400 square meters; Type D and E workshop building or warehouse with the construction area of single building not more than 1 thousand square meters;
 (4) Auxiliary facilities (including the transformation and distribution rooms, boiler rooms, gas pressure regulating station or cabinet, bus station, duty room of guards, external wall and awnings); 
7. The internal fire examiner of the design institution shall complete following items when filling in the "Self-examination of Design of Fire System of Construction Project (Architecture Field)" that shall be submitted with other documents: A. the civil construction project at least of level three (level three refers to the public building with medium level and medium size, or the building with simple technical requirement and not higher than 24 meters, or the building over 7 stories and below 15 stories and with elevator or frame structure); B. The industrial building or fixture at the production or storage place (including storage vessel) of or above Type C level (Type C means the liquid with the flash point at least 60℃ or the flammable solid).
Execution procedure: After examining the application documents, the authorities for public security and fire protection shall issue the "Comments on Design Examination of Fire System of Construction Project (Construction Period)".

Time limit: Since acceptance of application, the authorities for public security and fire protection shall issue the "Comments on Design Examination of Fire System of Construction Project (Construction Period)" within 20-30 working days.
Applicant's qualification: For the project of building, expansion and rebuilding in Shanghai, the design of corresponding fire protection facilities shall be examined.
