1. Application Form of Bridge Safety Construction
2. Designing plan of urban bridge safety construction (including construction area, content, start and ending date, technical protection measures and construction design)

Handling Procedures:
1. Construction company shall submit its application in written form and all other documents thirty days before the construction begins.
2. The urban infrastructure projects administration office will check and handle the application with all necessary documents.
3. After checking, if the urban infrastructure projects administration bureau (construction and technical departments) thinks that the construction company plan abides by safety protection requirements, then it will enter into an "Urban Bridge Safety Protection Agreement" with the construction company and issue its approval.
4. After its application is approved, the construction company shall organize its construction according to the approval and the stipulations of the agreement.

Qualification of Applicants:
1. Construction in urban bridge safety protection areas in the charge of municipal departments shall be approved by Shanghai Municipal Urban Infrastructure Projects Administration Office.
2. Construction in urban bridge safety protection areas in the charge of district departments shall be approved by district or county level urban infrastructure projects administration offices or urban roads administration squadron.
3. There is a necessity for the construction.
