Handling Procedures:
1. Letter of introduction of the transportation company, or ID card of the responsible person. Application Form shall be filled out. (The form can be downloaded from the Internet.)
2. Bill of transportation provided by the transportation company.
3. Name, weight, size and overall shape of the goods.
4. Type, weight, axial weight and torsion of the vehicle.
5. Starting and ending point of the transportation and deadline.
6. Driving permit of the vehicle.
7. Permit of the transportation of dangerous goods if necessary.

Handling Procedures:
(I) The approval procedure of vehicles with heavy loading capacity

1. If vehicles with heavy loading capacity need to commute through municipal level urban bridges, the responsible transportation company or person shall submit its application to Shanghai Municipal Road Administration Squadron five days in advance. Shanghai Municipal Road Administration Squadron will give its reply within three days after the receipt of the application. After the application is approved, the responsible company and person can go through reported line at the reported time.
2. If vehicles with heavy loading capacity need to commute through district or county level urban bridges, the responsible transportation company or person shall submit its application to district or county level road administration squadron five days in advance. District or county level road administration squadron will give its reply within three days after the receipt of the application. After the application is approved, the responsible company and person can go through reported line at the reported time.　
(II) The approval procedure of vehicles with overloading capacity
1. If vehicles with over loading capacity need to commune through municipal level urban bridges, the responsible transportation company or person shall submit its application to Shanghai Municipal Road Administration Squadron thirty days in advance. Shanghai Municipal Road Administration Squadron will give its reply within twenty days after the receipt of the application. After the application is approved, the responsible company and person can go through reported line at the reported time.
2. If vehicles with over loading capacity need to commute through district or county level urban bridges, the responsible transportation company or person shall submit its application to district or county level road administration squadron twenty days in advance. District or county level road administration squadron will give its reply within ten days after the receipt of the application. After the application is approved, the responsible company and person can go through reported line at the reported time.

According to:  "Regulation of Urban Roads Administration", "Regulations of Shanghai Municipality on the Administration of Urban Roads and Bridges"
1. Supporting equipments and facilities shall be loaded on separate vehicles.
2. Vehicles with heavy loading capacities are not allowed to break on the bridge.
3. Vehicles can only travel at a specific time through a specific route.
4. Application for vehicles to commute through highway bridges shall be submitted to highway administration office.
5. Approval of over length, height and width is in the charge of transportation administration departments.

During of Procedures: 　
1. Heavy loading vehicles: Three days after the receipt of the application.
2. Overloading vehicles: Application in the charge of municipal departments will be approved within three days after the receipt of the application. Application in the charge of district or county level departments will be approved within ten days after the receipt of the application.

Qualification of Applicants: 
1. Heavy loading vehicles (self weight plus loading weight exceed designed bridge load) and over loading vehicles (self weight plus loading eight exceed tested bridge load) shall submit their application to commute through urban bridges in the charge of municipal departments to Shanghai Urban Road Administration Squadron.
2. Heavy loading vehicles and over loading vehicles shall submit their application to commute through urban bridges in the charge of district departments to district or county urban road administration squadron or Shanghai Municipal Urban Infrastructure Projects Administration Office. Goods cannot be commuted separately and there shall be only one route.
