Application Formalities:
1. Submit the application in written form (attach simplified floor plan, indicate occupied location, size, purpose, duration and structure to be built.
2. Application Form of Shanghai Municipality for Temporary Occupation of Roads
3. Application for the occupation of roads for special purposes shall be submitted to supervising authorities.

Handling Procedures:
1. The applicant shall fill out the "Application Form of Shanghai Municipality for Temporary Occupation of Roads" to the responsible road administration departments and public security and transportation administration bureaus. All other relevant documents shall also be submitted.
2. Road administration departments and public security and transportation administration bureaus will check and reply within their respective capacity. If necessary, the application shall also be submitted to municipal road administration departments and municipal public security and transportation administration bureau.
3. With its approval, the applicant shall pay the occupation fee at road administration departments.
4. With its payment receipt, the applicant can gather its "Occupation Permit" from public security and transportation administration bureau.

According to: "Regulations on the Administration of Urban Roads", "Regulations of Shanghai Municipality on the Administration of Urban Roads and Bridges", "Measures of Shanghai Municipality on the Temporary Occupation of Urban Roads"
1. Occupation fee shall be paid for temporary occupation of roads.
2. If the occupation of roads last for less than three months (including three months), the fee is RMB 2 yuan/day/square meter on roads within inner ring roads and RMB 1 yuan/day/square meter on roads outside inner ring road.
3. If the occupation is over three months, the applicant shall apply to prolong the occupation through proper procedure. The occupation fee will be increased by 1% every three months.

Working Hours: Monday to Friday 8:30～16:30
Duration of Procedures: Within fifteen working days after the receipt the application

Qualification of Applicants: Temporary occupation of roads approved by Shanghai Municipal People's Government, temporary occupation of roads because of road construction and urban infrastructure projects, and other applications that is in accordance of "Measures of Shanghai Municipality on the Administration of Temporary Occupation of Urban Roads".
