Processing Authority: Construction on express highway and expressway in the charge of municipal departments shall be handled by Shanghai Expressway Administration Office (Municipal Expressway Administration Squadron); Expressway in the charge of district (county) level departments shall be handled by responsible district (county) expressway administration office (road administration squadron).

Application Formalities:
1. Letter of Application, indicating construction date, location, place and size.
2. Approval of construction projects.
3. Planning permit shall be provided for the construction of newly-built urban roads and highways.
4. Memo of project coordinating meetings.
5. Construction description or construction guidance (including safety measures).
6. Approval from public security and transportation bureaus.
7. Crossroad design provided by qualified designing companies shall be provided for the construction of crossroads wider than 12 meters. The design shall include, crossroad layout, pipeline design, and proof that its technology is more advanced.

Handling Procedures:
1. The applicant shall coordinate highway administration bureaus and other departments and authorities for on-spot inspection or to hold coordinating meeting. Public security and transportation bureau will be invited if necessary; its opinion will be submitted before deadline.
2. Before the Highway Administration Squadron issue its approval in written form, the applicant shall give its support for other relevant departments and authorities to organize coordinating meeting and on-spot inspection.
3. The Highway Administration Squadron will charge a certain amount of facility compensation fee according to relevant regulations, and shall sign an "Agreement on Setting Up Temporary Facilities Along Highways" with the applicant.
4. The applicant shall construct crossroads according to current highway standards and bear all incurred costs.
5. Permit will be issued to the applicant.

Fees and Charging Standards:
1. Facility compensation fees shall be submitted to highway administration bureau if the highway facilities are destroyed. If the facilities need to be repaired, the applicant shall pay the repair fee to highway administration bureau.

I. The construction of crossroads that is necessary because of infrastructure projects or other important construction projects.
