Application Formalities:
1. Supervising authority of specific highways shall submit the application in written form.
2. Application can be submitted by other relevant departments.
Supervision authority of the specific highways shall issue its approval in written form.
 
Processing Procedures:
1. The supervising authority of highways shall submit the application form to Shanghai Urban Infrastructure Project Administration Bureau for approval.
2. Decision will be made and informed to the applicant within fifteen working days after the receipt of the application.

Qualification of Applicants: The application can be submitted by supervising authority of specific highways, or by other relevant departments with approval from the supervising authority. The specific highways shall be constructed in accordance with highway planning.
