Processing Authority: Construction on express highway and expressway in the charge of municipal departments shall be handled by Shanghai Expressway Administration Office (Municipal Expressway Administration Squadron); Expressway in the charge of district (county) level departments shall be handled by responsible district (county) expressway administration office (road administration squadron).

Handling Procedure:
１. Letter of Application, indicating the reason, duration and purpose of temporary occupation of highways.
２. Floor lay out, indicating starting and ending point, location, scope and size.
３. Construction description or construction guidance (including safety measures).
４. If signs other than highway transportation signs are to be set up, the following shall be provided:
(1) Design and effect of the sign.
(2) Approval of advertisement.
(3) If large-scale advertisement signs that use framework or column are to be set up, a construction supervision agreement shall be provided.
(4) If the signs will be on the highway for more than three years, safety testing report shall be submitted.
If the occupation takes place on commercial highways, opinion in written form and contracts signed with the applicant shall be provided.
Handling Procedure: 　　
（1） The applicant submits the application to highway administration bureaus.
（2） Highway administration bureau will organize on-spot inspection and coordination meeting.
（3） Opinion from other relevant departments will be collected.
（4） The administration bureau will reach into an agreement with the applicant before issuing the permit.
Fee and Charging Standards:
Fee for temporary occupation of highway and its surrounding areas:
１. Fee for temporary occupation: RMB 1 yuan/square meter for Grade A (and above) highways. RMB 0.5 yuan/square meter for Grade B (and below) highways. The temporary occupation shall not be longer than three months. The fee will be increased by 1% every three months. Occupation fee for infrastructure projects shall not be charged.

Qualification of Applicants:
I. Occupation of highway and its surrounding areas because of infrastructure projects and other important construction projects.
II. The projects shall abide by the "Regulations of Shanghai Municipality on Highway Administration".
