(¢ò) Operators of non-vessel operating carrying transportation business setting up their branch offices in Shanghai

Transaction department: accepted by Port Administrative Bureau of Shanghai on behalf of Ministry of Communications, and then submitted to Ministry of Communications for examination and approval after opinions from preliminary examination being proposed

Application formalities: 1. A written application (to download application form);
2. A feasibility analysis report;
3. Copies of business registration documents of applicant enterprises (to be confirmed by registration organ or having notarization documents proving that the copies are consistent with the original script);
4. Format samples of bill of lading;
5. Descriptions on liaison department, its name, residence, and contact manner and contact person;
6. Duplicate or copies of letter of attorney;
7. Duplicate of agreement signed between consigner and liaison department;
8. Copies of industrial and commercial registration documents of the liaison department;
9. Copies of business registration documents of investors of the parent company (to be confirmed by registration organ or having notarization documents proving that the copies are consistent with the original script);
10. Copies of "Certification on Qualification Registration for Non-vessel operating carrying transportation business" of the parent company;
11. Documents confirming business scope of the branch office from parent company;
12. Copies of script certificate from bank on paying caution money for non-vessel operating carrying transportation business.
 
If Chinese legal entities apply to operate non-vessel operating carrying transportation business, they should provide materials mentioned in Items 1-4, and item 12; if overseas enterprises apply to operate non-vessel operating carrying transportation business by designating a liaison department to be their foreign-invested enterprise or resident representative office in China, they need to provide materials mentioned in items 1-5, item 8 and 12; for those designating liaison departments as other enterprises or organs, they should provide materials mentioned in items 1-8 and item 12.
