Chinese legal entity applying for international shipping agent service (¢ó)
Chinese international shipping agent operators setting up branch offices in
Shanghai
Transaction department: accepted by Port Administrative Bureau of Shanghai on
behalf of Ministry of Communications, and then submitted to Ministry of
Communications for examination and approval after opinions from preliminary
examination being proposed
Application formalities: 1. A written application (to download the
application form); 2. Notification on prior approval of enterprise
name; 3. A feasibility analysis report; 4. Agreement on investment; 5.
Copies of business registration documents of investors of major investors (to be
confirmed by registration organ or having notarization documents proving that
the copies are consistent with the original script) or their identity
documents; 6. Certificates on fixed business ground; 7. Copies of business
registration documents of investors of applicants (to be confirmed by
registration organ or having notarization documents proving that the copies are
consistent with the original script); 8. Copies of business registration
documents of investors of the parent company (to be confirmed by registration
organ or having notarization documents proving that the copies are consistent
with the original script); 9. Copies of "Certificate on Qualification
Registration for International Shipping Agent Service" of the parent
company; 10. Documents confirming business scope of the branch office from
parent company; 11. At least 2 notarized certificates on professional
qualifications of senior line executives (Chinese citizens with professional
titles on middle rank or above holding the position of department manager or
above) who have the certificate on professional qualifications with an
experience of international Marine Transport for at least3 years working at the
companies or offices; 12. Agreement on the company (or branch offices) doing
electronic data exchange with such organs as port and customs. Those not
qualified for doing electronic data exchange should provide corresponding
certificates from relevant ports or customs. Applicants for legal entity to
operate international shipping agent service should provide materials mentioned
in items 1-6, item 11 and 12; Chinese legal entities applying for international
shipping agent service need to provide materials mentioned in items 1.3.6.7,11
and 12; Chinese operators of international shipping agent service applying to
set up branch offices in Shanghai should provide materials mentioned in items
1-3, and items 6-12.
Transaction procedures: applicants for international shipping agent service
with Sino-foreign joint investment or joint operation file in application to
Ministry of Communications via Shanghai Port Administrative Bureau, submitting
relevant documents (two copies for each document); applicants for international
shipping agent service with domestic joint investment and applicants for
business mentioned in items (II) and (III) file in application to Ministry of
Communications and submit relevant application materials, reporting the
materials to Shanghai Port Administrative Bureau at the same time. After
receiving the materials, Shanghai Port Administrative Bureau is to do
verification work and then report their opinions to Ministry of Communications;
after receiving complete material, Ministry of Communications is to do
examination work and decide on approving or not approving to register for the
applicants; for those getting approval, the Ministry is to issue them a
registration certificate; for those not getting approval, the Ministry is to
