Following the Law and regulations from other relevant laws and administrative

For those producing, operating, transporting, storing and using dangerous goods
or disposing of disused dangerous goods, relevant administrative departments are
to do examination and approval work in accordance with relevant laws and
regulations as well as national standard or trade standard, and should perform
supervision and management job. II. "Regulations on Safety Management of
Dangerous Chemicals" Article 35 System of determining qualifications on
transporting dangerous goods is practiced in the country; those not going
through the determination procedures must not do transportation work for
dangerous chemicals. Qualifications of enterprises transporting dangerous
chemicals are prescribed by communications administrative department from the
State Council. III. "Regulations on Management of Dangerous Goods at Port"
Article 8 Port operators doing operation work for dangerous goods at port
should satisfy conditions prescribed in Article 9 of the Regulations, and should
apply for determination of qualifications for handling dangerous goods at port
from the local port administrative department. Those not getting the
qualifications must not engage in the operation of dangerous goods at
port.

goods at port, which is the major work of the applicant unit. V. Those
equipped with enough management and operation personnel who have qualifications
certificates. VI. Those having emergency plan for accidents (including
general situation of such port facilities as port, warehouse, storage tanks and
anchor area, key parts and composition of the team handling emergency, emergency
measures, flow chart for emergency, command sequence table, contact method,
contact method of emergency personnel, etc.); VII. Those getting ratification
opinions from fire control and environmental departments; VIII. Those having
done safety appraisal on their operation scope of dangerous goods.
