Application formalities: I. 3 written application for constructing operational field of dangerous goods at port (to download the application forms);
II. Pre-research report on feasibility, including reasons for construction, geological site of the construction, its hydrological situation, plan sketch of the construction, and comprehensive analysis on conditions in safety in production, fire control and in environmental protection as well as on safety devices, etc. For construction projects without a pre-research feasibility report, 3 reports describing the above mentioned items should be given separately;
III. For construction projects of dangerous operational field involving potential fire disaster, explosion or poisoning accidents, 3 copies of "Pre-research Report on Feasibility" should be submitted.

The transaction is based on: I. "Law on Port"
Article 17  Operational field for dangerous goods at ports and space for the special use of sanitary disposal should meet the requirements on port overall planning and on safety in production, fire control, inspection and quarantine as well as on environmental protection, and distance between the field and densely populated area and port passenger transport facilities should meet the specifications from relevant departments of the State Council; the field could only be constructed after applicants go through relevant procedures and get approval from port administrative departments.  
II. "Regulations on Management of Dangerous Goods at Port"
Article 6  Newly constructed, renovated or expanded port facilities such as ports for dangerous goods operation, warehousing, storage tanks and anchorage area should meet port overall planning and construction norm and standard of the state; they could only be constructed after getting approval from local port administrative department and going through examination and approval procedures in accordance with relevant capital construction procedures.   
Before port administrative departments do examination and approval work on construction of newly constructed, renovated or expanded port facilities such as ports for dangerous goods operation and anchorage area, they should get approval from administrative departments on maritime affairs first.

IV. For construction projects of dangerous operational field involving potential fire disaster, explosion or poisoning accidents, a Report on Safety Pre-appraisal" should be done and corresponding measures should be taken.
