Application formalities: I. A written application for operation on dangerous goods at port (to download the application form);
II. To provide relevant bills in accordance with categories of exported dangerous goods or packing of the goods:
A: "Expert Opinion on Use of Package for Shipment of Exported Dangerous Goods" issued by all local commodity inspection organs(excluding applicants in items a and 7);
B: for Item 2 gas dangerous goods, a certificate of inspection issued by inspection organs on boiler pressure vessels should be provided;
C: for item 7 radioactive dangerous goods, a certificate of inspection on radiation level of packing case of radioactive dangerous goods issued by hygiene and disease control organs should be provided;
D: for medium sized bulk containers and tanks (including tank container), relevant certificates issued by local commodity inspection departments or by classification societies should be provided;
E: "Certificate on Boxing of Containers" should be provided for transporting containers of dangerous goods in packing cases;
F: for dangerous goods with "no notes listed separately", an "Authentication Form on Dangerous Goods" should be provided.
G: for dangerous goods packed in limited amount, a "Certificate on Dangerous Goods Packed in Limited Amount" should be provided;
H: for bulk liquid dangerous goods and chemicals, relevant certificates on stabilizer, additives, inhibitive substance, antioxidant and passivator as well as technical specification on dangerous goods should be produced;
III. Other bills and documents guaranteeing safety operation on dangerous goods and port (such as emergency plan, ext.)

The transaction is based on: I. "Law on Port"
Article 35 To do loading and unloading, and lighter operation of dangerous goods at port, names, characteristics, time and place for packing and operating the dangerous goods should be reported to port administrative departments in accordance with prescriptions by communications administrative department from the State Council. After getting report, port administrative department should produce a decision on approving or not within a period of time prescribed by communications administrative department from the State Council, then informing reporter and circulating the notice to administrative organs on maritime affairs.
II. "Regulations on Management of Port Dangerous Goods"
Article 17 Enterprises engaged in operation on dangerous goods at port, on doing loading and unloading, lightering, storing and packing job on dangerous goods as well as doing work of packaging or unloading containers, should report name of the operation consigner, name, quantity and physicochemical property of dangerous goods, operational site, time and safety precautions, etc. to local port administrative departments. Port administrative departments should make a decision on approving or not approving the work within 24 hours after getting the report, then informing the reporter and circulating the notice to administrative organs on maritime affairs. Those not getting approval from port administrative department must not do operation work on dangerous goods at port.
(III) "Regulations on Transporting Dangerous Goods by Water Way"
Article 42 Berth for loading and unloading dangerous goods and category as well as quantity of dangerous goods should be approved by port administrative departments and port affair supervisory organs.

Applicant qualifications: I. Applicants should have qualifications for dangerous goods operation at port;
II. Operation activities meet verified operation scope on dangerous goods at port;
III. Declarer and managers as well as operators doing the operation work on dangerous goods at port should be trained and obtain corresponding qualification certificates;
IV. Regulations on safety in production and safety precautions have been worked out and implemented, with safety conditions in all aspects meeting requirements on dangerous goods operation at port;
V. For category within scope rectified by "Certificate on Operation for Dangerous Goods at Port", safety appraisal should be done on the category if it is the operation for the first time on the category, submitting report on safety appraisal to port administrative department in Shanghai.
