4. Applicants for newly added hauling capacity for passenger ship should also provide approval documents on shipping lines and berths.

Article 10  Purchasers purchasing foreign ship or leasers renting foreign ship in the condition of bareboat charter to change the ship nationality into Chinese so as to operate water transport business should have a good knowledge of age and technical situations of purchased of rent ship, and go through relevant procedures by following the process as follows:
(IV) Those operating domestic water transport after purchasing or renting foreign ship in the condition of bareboat charter, obtaining certificate of the ship's nationality or registration certification of bareboat charter or temporary certificate of the ship's nationality, should file in an application for a certificate of ship operation from communications administrative departments of people's government above county level; those operating international transport should apply for approval documents on international transport from Ministry of Communications.  
II. "Detailed Rules on Implementing Regulations of Water Transport Management"
Article 17  If enterprises of water transport and other units or individuals engaged in profit-making transport business need to adjust their hauling capacity or alter business scope, they should apply to the following departments for examination and approval:
For add hauling capacity for water transport within a province, or for altering business scope, applicants should apply to the local communications administrative bureaus on provincial or municipal level in accordance with their business scope or to navigation administrative departments authorized by the above mentioned bureaus for approval. Enterprises engaged in water transport, other units or individuals to reduce hauling capacity should apply to the previous examination and approval organs to be put on record.  
Article 18 If enterprises of water transport and other units or individuals engaged in profit-making transport business need to add their hauling capacity or alter business scope, they should submit an "Application Form on Adding hauling Capacity and Altering Business Scope" (Annex 9) to prescribed organs for examination and approval job, reporting the application form to local communications administrative organ and to organs at the berths on the marine line. All units receiving the application form should propose a written opinion to organ for examination and approval within 10 days from the second day when they receive the application form. Organ for examination and approval work should issue or change "Certificate of Ship for Profit-making Transport" to those verified to be approved within 40 days from the second day when the organ for examination and approval work receives the application form; those not approved is to be given a reply.

II. Applicants have an institutional framework and management which could meet the need for passenger transport and shipment of dangerous goods.
III. For newly added hauling capacity of ship for business within Shanghai, they should meet the need of development plan on tourism passenger transport of Shanghai.
IV. For newly added hauling capacity of passenger ship and ship for dangerous goods, applicants holding a share of over 25% should have an experience of more than 3 years in corresponding transport business.
V. To meet requirements on hauling capacity scale prescribed by the state.
